Lenexa Council Approves CID for Westchester Shopping Center Redevelopment

The City Council approved the establishment of the Westchester Shopping Center Community Improvement District (CID). This CID, covering a 15-acre area, aims to reinvest in and reinvigorate an older retail center in eastern Lenexa. The CID will be funded by a 1% sales tax for 22 years, with a maximum reimbursement of approximately $4.55 million. The developers plan to invest around $26 million in improvements including facade and interior renovations, parking and stormwater upgrades, sidewalks, and landscaping. The approval included the CID establishment, a public hearing, and a development agreement with Westchester 87 Investors and K7 Kansas Investors LLC. The CID is intended to address site constraints for infill reconstruction, protect against blight, and enhance the center's aesthetics and competitiveness.
