Council Approves Traffic Schedule Amendments, Property Dispositions, and Forfeited Funds Transfer
The council approved amendments to the traffic schedule, including prohibiting parking on designated trash collection days on both even and odd-numbered sides of streets. Outdoor Entertainment Permit Approved for Arise Lewon Event
The council held a public hearing and approved an outdoor entertainment permit for the Arise Lewon event at Kennedy Park on July 18th. The permit is contingent upon positive recommendations from the police, fire, code health, and land use departments. During the discussion, concerns were raised about the accuracy of the application regarding existing bathroom facilities at Kennedy Park and the adequacy of portable toilets for the expected number of attendees. The City Administration agreed to update the application to reflect the correct information about park facilities.
Water Rate Increase Approved to Address Deficit and Capital Costs
The council voted to approve a proposed increase in water rates and amendments to the water rates and charges policy manual. Public Works Director and Deputy Director testified that projected revenues for the next fiscal year indicated a deficit, necessitating the rate adjustment to comply with Public Utilities Commission (PUC) guidelines, prevent future deficits, and maintain funds for contingencies. The rate increase is intended to cover the costs of providing the service and address capital outlay, including repairs from recent water main breaks. The PUC requires the governing body to approve or endorse rate increases before they are submitted. The increase is set to take effect on August 17th, which is less than a month away.
Council Votes to Streamline Outdoor Entertainment Permit Process
The council considered proposed amendments to the amusements and entertainment ordinance to eliminate the requirement for public hearings for outdoor entertainment permits and authorize staff to issue them. The goal is to streamline the permitting process for events like concerts. Councelor Nine inquired about conditions under which a permit could be denied and the appeals process, receiving assurances that staff works with organizers to resolve issues and that an appeals process exists through the City Administrator and potentially superior court. While some council members expressed support for streamlining, others voiced concerns about the potential for less public input and the perceived lack of transparency. The motion for first passage passed 7-0.
Business Licensing Ordinance Amended; Property Dispositions and Fund Transfers Approved
The council approved the first reading of amendments to the business licensing ordinance to remove the list of city parks, referring instead to the parks and recreation ordinance. This aims to centralize park-related regulations.
