Park Avenue Lift Station Abandoned, New Gravity Sewer Approved for $748,420
The Village Board approved a contract with Joel Kennedy Construction Corporation for the Park Avenue Sanitary Sewer Improvement Project. The project involves abandoning the Park Avenue lift station and installing a new gravity sanitary sewer, which is expected to provide significant benefits in safety, operational efficiency, and lower long-term maintenance costs. The approved contract amount is $748,420. To accommodate this cost, other projects within the utility capital improvement fund will be deferred. Kimley-Horn served as the design consultant.
Final Plat Approved for Six-Lot Subdivision at 245 Walnut Street
The Village Board considered PC25-16, a final plat of subdivision for Come Tomorrow LLC at 245 Walnut Street, proposing six single-family residential lots. Four lots will be R6 single family residential, and two will be R4 single family residential. All lots meet minimum size requirements. The Planning Commission recommended approval with conditions related to easements and documents, which have since been refined. The board approved the Planning Commission's recommendation, subject to further discussion with counsel regarding easement provisions and restrictive covenants for the conservation area. Subsequent ordinances for annexation, site plan approval, zoning map amendment, and development agreement will follow.
Village Approves $954,110 Contract for Hollister Lift Station Replacement
The Village Board approved a contract with Martam Construction, Inc. for the 2026 Lift Station Improvement Project, specifically for the replacement of the Hollister Lift Station. The project's base bid was $954,110, which was in excess of the engineer's estimate. Repairs to the Adler Pool and Crawford House Substations were deferred due to high alternate bid prices. The Board also approved a professional services agreement with Kimley-Horn and Associates for construction management services for this project at an amount not to exceed $181,500.
Fence Setback Variation Approved for 1050 Wellington Avenue
The Village Board approved a variation request for a fence setback at 1050 Wellington Avenue. The property owner requested a variation from the corner side yard setback requirement to install a four-foot tall picket fence enclosing the rear yard. The proposed fence will be set back nine feet at its closest point and three feet at its furthest, extending into a portion of the required 30-foot setback. The zoning board of appeals recommended approval, which the Village Board concurred with in a five-to-zero vote. An ordinance will be prepared for the next board meeting.
Village Amends FY26-27 Budget by $1,137,897 for Rollover Expenditures
The Village Board adopted an ordinance amending the fiscal year '26-'27 annual budget. This amendment is necessary to account for expenditures from the prior year's budget that were either not completed or only partially completed by April 30, 2026, due to delays in delivery and supply shortages. The total financial impact of this amendment for the fiscal year '26-'27 is $1,137,897. Funds for these expenditures are available from previously budgeted resources and remain in the fund balance reserve.
