City Approves Agreement for Turn Lane Construction at Northwest 56th and Vine Streets
The council approved an interlocal agreement between the City of Lincoln and Lancaster County for the construction of right and left turn lanes to facilitate eastbound turns from Northwest 56th Street at its intersection with Vine Street. The agreement covers the design and construction aspects of these turn lanes.
Lincoln City Council Honors Community Heroes for Acts of Bravery and Service
The Lincoln City Council meeting commenced with the Lincoln Police Department Community Members Award ceremony, honoring individuals who have demonstrated exceptional courage, compassion, and commitment to public safety in Lincoln. Mayor Lirian Gayler Bear and Lieutenant Dustin Ramchek presented the awards, highlighting the collaborative efforts between the police department and community members in keeping the city safe. Awards included the Community Life-Saving Award, Community Meritorious Conduct Award, and Community Exceptional Service Award. Specific honorees recognized for their actions in preventing financial scams, responding to an armed individual at an elementary school, and providing critical aid during a violent assault incident. The council members expressed gratitude and admiration for the awardees' selfless contributions to the community's well-being.
Lincoln Lumber Company's Infill Project and Alley Vacation Hearing Continued Amidst Trail and Rail Discussions
Item 6A and 6B involved a change of zone application by Lincoln Lumber Company to amend the Turbine Flats Planned Unit Development (PUD) and a related street alley vacation. The change of zone requests rezoning approximately 4.47 acres from H3 Highway Commercial to R6 Residential PUD, and includes associated waivers. The alley vacation is for the North-South Alley between North 23rd and North 24th Streets, south of Y Street. Kent Serest, representing Lincoln Lumber Company, presented the project, which proposes two 40-plex buildings, adding 108 units as an infill project. A discussion ensued regarding a potential modification to the Mopac Trail and the vacation of a railroad track, which could allow for a permanent trail and donation of a 20-foot strip. The applicant requested to continue the public hearing for the R6 PUD to July 13th to finalize details on this new concept, while the alley vacation could proceed on July 13th. The council agreed to continue the public hearing for 6A and to vote on the vacation on July 13th.
City and UNL Renew Transportation Agreement for Campus Shuttle Services
The council approved the Starrand transportation agreement between the City of Lincoln and the Board of Regents of the University of Nebraska. This agreement allows Starrand to provide transit service between UNL's main campus and east campus (routes 24 and 25), and between main campus and Nebraska Innovation Campus (route 22). The agreement has a term expiring on August 20th, 2028, with an option to renew for one additional two-year term. UNL pays the city for this service, which is covered by student fees, allowing students to ride city buses for free by showing their ID.
Historic Preservation Permit Approved with Restrictions on Vape and Tobacco Sales
The council discussed Item 5A, which involved an appeal regarding Special Permit 26016 for historic preservation at South 17th Street and Harwood Street. Director David Kerry presented a revised motion to amend that addressed concerns about prohibiting vape shops and limiting sales of tobacco, THC, or CBD products to less than 50% of gross sales. This amendment was supported by the applicant and the Near South Neighborhood Association. The council voted to approve the motion to amend and the main motion, allowing for the change in use while incorporating community concerns.
