The council reviewed and passed three ordinances related to zoning amendments concerning pipeline pumping stations, pipeline standards, data processing standards, and electrical generation standards. Ordinance 2026-18, amending zoning for pipeline pumping stations and standards, passed its first reading 6-1. Ordinance 2026-9, addressing data processing standards, passed its first reading 4-3 after extensive discussion on zoning classifications and the review process for data centers. Ordinance 2026-20, concerning electrical generation standards, passed its first reading 5-2.

Council Approves Meeting Minutes, Budget Amendments, and Paving Fund Increase

The council reviewed and approved minutes from the June 1st and June 22nd meetings. Additionally, Resolution 2026-122 was amended and passed, concerning appropriations for the board of works. The amendment adjusted a reduction to hospitalization funds to $61,756 and added an increase for workers' compensation to cover a true-up for the 24-25 year. Resolution 2026-123, transferring appropriations for the non-reverting golf course budget, also passed. Resolution 2026-124 was amended and passed, authorizing expenditures from the GEO bond fund (321) for paving, increasing the allocated amount due to a low bid coming in higher than the initial appropriation.

Stormwater Rate Structure Adjusted for Non-Residential Customers

The council passed Ordinance 2026-21 on its first reading, which amends the storm water rates for non-residential customers. The revision aims to create a more equitable rate structure by expanding from three to six categories based on impervious area. This change is intended to provide relief to smaller commercial customers and adjust rates for larger ones. The new structure uses a multiplier of the residential rate. All 723 commercial and industrial customers will be mailed notification of their new rate category and will have 90 days to respond with third-party measurements if they dispute their classification. A public hearing will be advertised.

Council Approves Funding for Boulevard Tree Planting

The council approved Resolution 2026-126, allocating infrastructure miscellaneous funds for the purchase of boulevard trees. This action supports the planting of trees on the boulevard this fall, with planting scheduled for late fall as recommended for optimal tree health during dormancy. The decision allows time for purchasing and preparation for the planting season.
