IMEG Contract Approved for South MacArthur Street Water Main and Roadway Improvements
The council approved a professional services contract agreement with IMEG for $52,300 for survey design and permitting for the South MacArthur Street water main replacement and roadway improvements project. AP Bennett Advisors LLC Appointed as City's Employee Benefits Broker
The council authorized an agreement with AP Bennett Advisors LLC to serve as the city of McCome's employee benefits brokerage and consulting representative. The selection process involved an RFQ, narrowing prospects to Gallagher, a subsidiary of the same umbrella corporation as AP Bennett Advisors. AP Bennett Advisors will act as the city's broker of record and third-party administrator, providing services such as brokerage, compliance, enrollment, employee support, and strategic consulting. Staff have reviewed and sent back minor revisions to the agreement. The council approved the execution of the agreement.
City Council Considers New Ward Map Following Special Census
The council considered an ordinance to adopt the official ward map and amend section 2-4A of the McCome Municipal Code. This action follows a special census in 2024, which indicated population shifts. The city worked with the WUGIS center to rebalance the wards for consistency. The ordinance adopts the updated official ward map, ensuring fair and equitable representation, and includes transition provisions. This was the first reading, and it will be placed on for additional discussion at the next committee of the whole meeting.
Public Works Department Secures Funding for Essential Equipment Upgrades
The council approved equipment purchases for the public works operations and wastewater divisions totaling $785,000 for wastewater and $796,000 for operations. These purchases were part of budget discussions earlier in the year and were recommended by the public works subcommittee. The operations division will acquire a street sweeper, backhoe with breaker, one-ton vehicle, skid steer, grinder, and jumping jack. The wastewater division's significant purchase is a new jetter to replace an aging unit and serve as a backup. Financing for these purchases will be obtained through Morton Community Bank over seven years at 5.52% interest.
Sports Facilities Company Authorized to Solicit Master Developer RFQs for Sports Complex
The council authorized Sports Facilities Company to directly solicit requests for qualifications (RFQs) for a master developer for the proposed sports facility complex and mixed-use development. This step is part of the ongoing process to find a qualified master developer, which is necessary for the project to move forward, particularly for the starbond process. The RFQ is a request for qualifications, not proposals, designed to identify potential developers and initiate discussions. While some council members expressed concern about public feedback opportunities, others noted that the RFQ would be publicized and feedback would be sought later in the process, particularly when a master developer is identified. The motion passed 6-1.
