The original quote was from 2024, and the additional funds are needed due to the passage of time and inclusion of ELAC recommendations for potential wall improvements. The Arley grant will facilitate this project.
Concerns Raised Over Veteran Flag Condition; Replacement Efforts Underway
During citizen comments, Teresa Westwood Avenue raised concerns about the condition of veteran flags displayed in the town square, noting they were faded, unreadable, and appeared to be several years old, which she found insulting. She mentioned the $25 cost per flag and suggested a higher frequency of replacement. The council clarified that the Legion is working on replacing the flags, which were installed about four to five years ago. They are increasing the number of replacements from five at a time to step up efforts for the borough's upcoming 200th anniversary in 2028. The banners are privately funded, not borough property, but the council is working with the Legion to address the issue.
Residents Voice Noise Concerns; Council to Review Options
During the citizens' comment period, Susan Piscore raised concerns about excessive noise from a neighbor on Summit Avenue, including loud music and vulgar language, impacting the quality of life for residents on multiple streets. She questioned the existence of a noise ordinance. Solicitor James explained that while there isn't a specific residential noise ordinance, enforcement is possible under the disorderly conduct statute for unreasonable noise and disturbing the peace, though it requires noise to be emanating into public spaces. He encouraged residents to call the police every time an incident occurs. Councilwoman Martin noted that ordinance 27-904 addresses noise but may not cover residential sources directly, suggesting it could serve as a baseline for the ordinance committee. The council stated they would work with the chief of police and the ordinance committee to address the situation.
Higher Information Group Awarded Copier and Printer Services Contract
Council approved a new contract for copier and printer services with Higher Information Group, identified as the lowest bidder. The monthly cost for this service will be $277.77 for a 63-month contract. This price represents a significant reduction (over 50%) compared to previous monthly costs. The contract includes all new machinery, drums, developer, and toner, but excludes paper and staples. The new machines are an upgrade in quality and speed compared to current equipment. Higher Information Group also offers local customer service, which is a key benefit.
Resident Reports Unmaintained Property at 10 North Market Street
Resident Benip expressed concerns about a neighboring property at 10 North Market Street, describing overgrown vegetation extending over a six-foot fence into her yard and debris from a collapsed chimney. She stated the yard has not been maintained this year and last year's maintenance was insufficient. She fears living in a state of disrepair. Another resident mentioned a similar property on Marble Street needing attention. Codes Enforcement and the Police Department will inspect the property at 10 North Market Street.
