Solid Waste Facility Operating Agreement Amendment Approved, New Transfer Station Planned

The amendment includes a 20-year agreement for Waste Management to construct a new transfer station on the Route 99 site. This new facility aims to meet updated environmental regulations, particularly stormwater management, and will result in an estimated $450,000 to $500,000 annually in revenue for the city through host payments, property taxes, and savings in trash contracts. The agreement also addresses annual revenue increases, with a guaranteed minimum of 3.3% and a potential cap of 3.5% on host fee increases. The city will retain ownership of the property, while Waste Management will undertake the capital improvements. The committee also discussed the facility's capacity, current tonnage, and future environmental considerations. The item was subsequently postponed for full public comment and consideration at the next full council meeting on July 20th.
New Lebanese Eatery and Bakery Approved for Melrose
The Protection License Committee reviewed and approved a new common victualler license for Shabak Lebanese Eatery & Bakery. The applicant, Maya Jamaldin, a Melrose resident, expressed her excitement to bring her family-owned Lebanese restaurant and bakery, featuring scratch-made food, to the community. The restaurant plans to operate seven days a week from 7:00 AM to 5:00 PM. The committee members, including President Freeman and Councilor Romano, expressed their support and anticipation for the new establishment.
City Council Reviews Lease for St. Mary's Church Parking Lot
The City Council discussed and approved new business filings related to a lease agreement for a parking lot near St. Mary's Church. The filings included the lease agreement itself (ID 2026-1508), an appropriation of $7,000 for rental expenses (ID 2026-1509), and a written determination that the lease is a unique property acquisition under state law (ID 2026-1507).
