Civic Center Pool Water Slide Project Change Order Approved with Amendments

Ordinance 26-066 authorizes the city manager to process a change order for the water slide construction project at Civic Center Pool with Zerby Construction LLC. This change order addresses remaining issues to complete the project, including a $50,000 backflow vault required by the EPA due to private hydrants. It also incorporates 11 previously issued bulletins to remedy issues identified before construction began and includes a negotiated charge for delays. Concerns were raised about the total cost of $355,000 and specifically a $137,000 charge for delays attributed to a supervisor. After extensive discussion, the council voted to amend the ordinance to remove the $137,112 delay payment, approving funds not to exceed $218,000 for the immediate construction needs, with plans to revisit the delay issue separately. Menor Avenue Resurfacing Project Phase One Approved

Ordinance 26-063 was approved for the Menor Avenue Resurfacing Phase One project. The project involves a 3-inch mill and fill resurfacing, pavement repairs, curb repairs, manhole and basin repairs, and restriping of Menor Avenue, extending from the Paynesville Township Corp line west to 500 ft west of Hopkins Road. It also includes replacing old loop detectors with radar detection to minimize traffic signal disruptions. Four bids were received, ranging from approximately $2.6 million to $3.5 million. Giaga Highway Company of Hiram, Ohio submitted the lowest bid of $2,572,385. The project has secured approximately $800,000 in state funding through the Ohio Public Works Commission. The work is scheduled for completion by October 31st and will predominantly occur at night between 8:00 p.m. and 6:00 a.m. to minimize traffic impacts, although some council members expressed concern about the low bid for maintenance of traffic. City Council Approves 2027 Tax Budget

The City Council reviewed and adopted the tax budget for the fiscal year commencing January 1, 2027, as required by law. This budget outlines the need for property tax revenue and will be submitted to the county auditor and budget commission for review and approval, which will ultimately set the tax rates for the upcoming fiscal year. The council was informed that this year's tax budget includes more detail than previous years, as requested by the county auditor's office. The operating budget, which will be reviewed and adopted later in the year, will be separate from this tax budget. [cite: 80-125, 161-168]

Bolton Development Plan Amended to Specify Unit Types and Frontage

Ordinance 26-065 amends Ordinance 053 and the revised Bolton development plan. The amendment substitutes the approved Sub Area A preliminary development plan with a revised Sub Area preliminary development plan. Key changes include specifying frontage widths, lot areas, and locations for for-sale and for-rent units. An amendment was also made to include the words "for rent" in Section 4, which were inadvertently omitted. The ordinance requires a majority vote for passage. [cite: 387-437, 441-452, 503-534]
