Merced City Council Enhances Fines for Repeat Housing Code Violators
The Merced City Council held a public hearing and discussed updating the administrative citation schedule of fines to include repeat housing code violator program fines. The proposed fines include a $1,000 fine for being placed on the repeat housing violator list and a $500 daily fine until violations are cured. Council members discussed increasing the daily fine to $1,000 after 30 days and changing the standard for abatement from 'good faith' to 'reasonably diligent efforts under the circumstances.' The council unanimously passed a resolution to update the citation schedule with these amendments.
Merced City Council Approves Multiple Commission Appointments, Defers Others
The Merced City Council discussed and approved the appointment of individuals to various city commissions and boards. For the Recreation and Parks Commission, Amanda Estrada was appointed to District 1, John Carlos to District 3, and Chris Carter to District 6, with the District 4 appointment deferred. Delvina Johnson was reappointed to the Airport Commission, with two other vacancies deferred. The Building and Housing Board of Appeals appointed Emily Souza, with the second seat deferred. Councilmember Jong requested to add a discussion item on changing meeting times for boards and commissions to the September 21st agenda. Mayor Serrado requested an update on flood control efforts for the upcoming winter, including flood litigation, for the September 7th agenda.
Merced Council Directs Outreach on High-Speed Rail Station Location Amidst Concerns

While a Southeast Merced location has secured funding and could be built sooner, the downtown option remains uncertain with no timeline or budget. The ad hoc committee was tasked with developing a list of community needs and potential negotiation points for the Southeast Merced station.
Merced Submits Four Census Tracts for Opportunity Zone 2.0 Program, Delays Decision on Northeast Tract
The Merced City Council discussed and approved the submission of four census tracts for state consideration in the Opportunity Zone 2.0 program. These tracts are Downtown West, Downtown East, Southwest Merced, and North Merced (Tract 801). The Opportunity Zone program offers tax incentives for long-term investment in economically distressed areas. While the current Opportunity Zones in South Merced have encouraged interest, a definitive quantitative measure of their impact is not yet available. Concerns were raised about incentivizing development in already dynamic areas like Northeast Merced and the potential for luxury development over affordable housing. The council decided to approve the submission for Downtown West, Downtown East, Southwest Merced, and North Merced, while tabling the discussion for Northeast Merced (Tract A) for two weeks to gather more information. The state will recommend 25% of submitted tracts to the federal government for designation.
Merced City Council Approves New User Fees for Parks and Recreational Facilities
The Merced City Council discussed and approved new fee schedules for parks and community services, including Bob Hart Square, the Merced Open Air Theater, Ferrins Park Disc Golf Course, and the Merced Regional Sports Complex (CP42). For Bob Hart Square, a block rate schedule was implemented to offer reduced hourly rates for longer events, and an additional fee was introduced for reserving adjacent city blocks for expanded event space. Fees for tournaments at Ferrins Park Disc Golf Course were established. The Merced Regional Sports Complex will have various user fees, including hourly rates for fields and courts, daily rentals, and higher fees for tournaments. The council unanimously approved Resolution 2026-39, adopting these changes.
