City Council Approves First Reading of Comprehensive Plan and Development Code Amendments for GMA Compliance

The proposed motion is to complete the first reading and schedule a second reading for July 21st. Additionally, the council considered Agenda Bill 6961, Ordinance Number 26C-10, which proposes development code amendments to implement the updated comprehensive plan. Key changes include zoning modifications to expand the town center zone and incorporate adjacent multifamily zones, a new inclusionary zoning requirement of 10% affordable units at 50% AMI in the town center zone, and a fee-in-lieu option. The ordinance also addresses permanent supportive and emergency housing regulations to align with state law and the Hearings Board order. A recommended edit from the Department of Commerce, to group transitional housing with permanent supportive housing definitions, was accepted and incorporated into the ordinance. Motions were passed to direct staff to amend the development code accordingly and to schedule Ordinance Number 26C-10 for a second reading on July 21st.
