City Council Approves Amendments to 25-26 Budgets and Financial Working Plans
The City Council reviewed and amended the 25-26 city budgets and financial working plans to adjust revenues and expenditures based on revised departmental estimates for the 26-27 budget process. Laura Sewell presented the budget amendments, noting increases in taxable value, administrative fees, intergovernmental payments (PPT reimbursement), and investment earnings for the general fund. Adjustments were made across various funds including building, major and local streets, stormwater, capital projects, brownfield, Center City Authority, downtown development, Smart Zone, library, community development block grant, housing, special activities, Dylaride transportation, Midland Community Television, debt service, civic arena, parking, landfill, Riverside Place, Washington Woods, golf course, water reclamation, water fund, stores revolving, facilities management, municipal service center, annex, informational services, equipment revolving, property and liability insurance, health insurance, and special assessments. The council discussed conservative revenue estimations and inflationary cost impacts. The resolution to amend the budgets passed 4-0.
Freedom of Information Act Appeal Withdrawn by Requester
A Freedom of Information Act (FOIA) appeal was scheduled for discussion but was withdrawn by the requester via email just before the council meeting commenced. Therefore, the appeal no longer required council action. The City Attorney noted that his office processed approximately 1,200 FOIA requests in the past year.
Poseyville Bridge Erosion Control Project Receives Council Approval Amid Budget Increase
The City Council approved amendments to the 2026 major street capital budget to address erosion control measures under the Poseyville Bridge. This issue stems from inadequate stormwater runoff management from the original Main Street Plaza project in 2019, causing ruts, erosion, and soil wash-over onto a trail. The estimated cost for the proposed solution, including two stacked block retaining walls, larger field stone, and riverbank stabilization, is $260,398. This exceeds the original 2021 budget of $200,000 due to construction cost inflation and expanded scope to include riverbank stabilization to protect bridge abutments. Funding for the additional $70,000 is available in the major street fund balance. The council passed two resolutions: one to amend the budget and another to execute a contract extension with Fisher Contracting. The project is expected to start this summer and requires a permit from Eagle.
City Manager and City Attorney Receive Meritorious Evaluations and Cost of Living Adjustments
The City Council conducted performance evaluations for the City Manager and City Attorney. City Manager Brad was given a meritorious evaluation, recognizing his leadership in advancing multi-year strategic priorities, from planning to implementation. Key accomplishments highlighted included the Poseyville Preserve ribbon cutting, reorganization of Public Works and Parks and Recreation, agreement on the Larkin Water Request, completion of the sidewalk program, and progress on ARPA and Eagle projects. For the 2026-2027 period, goals include reviewing fire service delivery, financial processes, municipal service center plans, city services for budget stabilization, and updating industrial water supply contracts. The council recommended a 3% cost of living adjustment for the City Manager. City Attorney Chris received a meritorious evaluation for his strong understanding of Michigan municipal law, consistent legal guidance, professional conduct, and effective work on Open Meetings Act and FOIA. Major accomplishments included the codification of ordinances and improvements in paper and electronic processes. A 3% cost of living increase was also proposed for the City Attorney. Both managers acknowledged the crucial role of city staff in their successes.
Tribute Plaza in Hart Park Approved, Funded by Case Western Reserve University
The City Council approved amendments to the fiscal year 2026 parks capital budget to fund the construction of a tribute plaza in Hart Park, honoring Case Western Reserve University alumni who contributed to the early Dow Chemical Company and Midland community. The project, initially budgeted at $75,000 from Case Western Reserve University, will feature a walkway, oval plaza with bronze medallions recognizing prominent alumni, an interpretive sign, and seating. The bid from Three Rivers Corporation of Midland was the lowest responsive bid at $66,376.15, with Case Western Reserve University opting to omit certain items to stay within budget. The university committed to providing additional funding for contingencies. The council passed two resolutions: one to amend the budget and another to award the contract to Three Rivers Corporation. The project is anticipated to take approximately eight weeks to complete once started.
