City Approves Task Order for Emergency Storm Sewer Repairs at 7031 Johnson Drive
The City Council approved a task order with Olsson for design services to address a sinkhole that appeared on May 21st, 2025, at 7031 Johnson Drive. The sinkhole was found to be caused by a failure in city infrastructure, specifically a 36-inch CMP storm sewer pipe. The task order, in the amount of $58,190, will fund emergency repairs to a segment of the pipe, realigning it onto city property and abandoning the portion on private land. This aims to prevent future issues and ensure the property's viability. Funds for the task order are available in the stormwater utility fund.
City Council Authorizes New Animal Sheltering Services Contract Amidst Vendor Shortage
The City Council moved to authorize the mayor, city administrator, and chief of police to enter into an animal sheltering services contract through December 31st, 2025. This action follows the termination of the current vendor's contract, effective July 5th, leaving the city in a difficult position to find a new provider with adequate capacity. The city has reached out to numerous shelters within and outside the state, facing challenges due to limited availability and potential cross-state transportation regulations. The contract's anticipated costs must not exceed the city administrator's expenditure authority.
City Council Approves Rock Creek TIF Redevelopment Plan and Performance Agreement
The City Council considered and approved an ordinance adopting the Rock Creek Tax Increment Financing (TIF) District Number Four redevelopment project plan and authorizing the execution of an amended and restated performance agreement with Mission Beverly LLC. The approval allows the city to access accumulated TIF increment to reimburse the developer for sanitary sewer, water, and storm sewer infrastructure improvements associated with their multi-family project. These costs have increased to approximately $2.1 million due to identified upgrades and relocations. The TIF district is projected to generate around $350,000 in increment by the time of IRB issuance, which will be contributed to the developer. Additionally, the agreement delays a portion of the $500,000 park purchase price, with the developer paying $25,000 upfront and the remaining $475,000 upon project completion and IRB issuance. The ordinance requires a two-thirds vote for approval.
