The lease, which covers 2.26 acres and a two-story brick structure built in 1914, was renegotiated with built-in rent escalations over a five-year term. First-year rent is $56,649.96, increasing to $63,249.96 by year five. A significant change in the new agreement is that the tenant will now be more involved in handling repairs and maintenance, excluding structural elements like walls and the roof. The city views this as a good value and use for an educational facility.
Rezoning Approved for Single-Family Residence on Cherry Hill Road with Conditions
The council approved a rezoning request for the property at 275 Cherry Hill Road from M1 (light industrial manufacturing) to R1 (single family residence). The owner, who purchased seven adjacent properties subject to a conservation easement, intends to build a personal single-family home on this 52-acre parcel. The rezoning is necessary because M1 zoning does not permit single-family residences. The approval included two conditions: the removal of an existing sign/dumpster display mechanism upon completion of the dwelling and a stipulation that only one single-family dwelling can be built on the property, ensuring the future use aligns with the owner's stated intent, even if the conservation easement were to be removed.
Conditional Use Permit Approved for Convenience Store with Fuel Pumps on East Marble Street
The council considered a conditional use permit request for a convenience store with fuel pumps at 409 East Marble Street. The property, currently a convenience store without gas pumps, will be demolished and replaced with a new 3,300 square foot building. Fuel pumps will be reinstalled, located to the rear or side of the building. The Planning Commission and staff recommended approval with a condition limiting hours of operation to 5:00 a.m. to 12:00 a.m. The representative for the owner agreed to ensure the rear facade materials would be similar to the front and that there would be an entrance accessible from the parking spaces.
City Approves Financing for New Fire Engine and Pre-Authorizes Purchase of Dealer Demo Unit
The council approved a financing agreement with the Georgia Municipal Association (GMA) to secure a 7-year loan at 4.36% interest for the purchase of a new fire engine. The estimated cost, including equipment, is $1,152,285.68, with annual debt service payments of $164,612.4. This will be funded through the public safety portion of the 2025 SPLOST. Subsequently, the council pre-authorized the purchase of a specific dealer demo build fire engine from Fireline for $93,644, which is expected to arrive next July.
