Monument Council Continues Falcon Commerce Center Development Vote Amidst USAFA Concerns

The Monument Town Council discussed and continued two ordinances related to the Falcon Commerce Center, Phase 2. Ordinance 15-2026, a major amendment to the preliminary PUD, sought to allow single-family detached and attached dwellings alongside multi-family dwellings in Area D. Ordinance 16-2026, the final PUD plan for Santa Fe Meadows, proposed 205 residential units (135 single-family detached and 70 attached townhomes). Significant public testimony and council debate focused on concerns raised by the U.S. Air Force Academy (USAFA) regarding land use compatibility, noise, safety, storm water runoff, and potential impacts on future military operations, particularly concerning Arvark Airfield and J Valley training areas. The council voted to continue both ordinances to the August 3rd meeting to allow for further discussion and potential meetings with USAFA representatives, staff, and the developer. A proposed motion to pay an invoice from the Loop Water Authority for $219,000 was approved in a separate vote (5-1), with direction for staff to explore a third water rate option and pain points for residents.
