A recent SEMCOG meeting provided examples of municipal code updates for ADUs, such as Dexter's, which balances allowance with safeguards against issues like unregulated rentals. The intention is to explore the process for incorporating ADUs, potentially originating with the planning commission.
City Reviews Biosolids Drying Technologies for Cost Savings
The city is considering upgrades to its biosolids handling process to improve efficiency and reduce costs. A study by Fishbach evaluated four technologies: paddle dryers, belt dryers, dehumidification dryers, and solar dryers, all capable of producing biosolids with up to 90% solids. The current screw press system produces biosolids with 19-22% solids, resulting in annual disposal costs of $730,000-$840,000. The study indicated that achieving 90% dryness could reduce these costs to $175,000 annually, with a return on investment of approximately 14.5 years for a dehumidification dryer and 16.5 years for a belt dryer. However, due to the high capital costs and the relatively new nature of some technologies in the US market, the recommendation is to continue monitoring the current screw press performance and revisit drying options if landfill regulations change or if the city wishes to explore Class A byproduct potential.
