Police and Public Works Departments Face Staffing Shortages, Urge Hiring
The council discussed the police department's staffing needs, highlighting that they are currently down two officers. One officer is deployed for approximately a year due to military service, and another has been assigned as a school resource officer, reducing patrol availability. The department is seeking to hire at least two, preferably three, new officers to reach a target of 24 officers. They noted the competitive hiring market and the need to make offers quickly. The budget for replacing one officer was approved, but replacing the officer on military deployment would require an additional position. The public works department is also hiring, with five candidates identified for interviews for two open positions, and a request to consider hiring a third person due to understaffing, despite budget concerns. Funds are available from unfilled positions to potentially hire an additional public works employee.
New Appeals Board and Planning Commission Vacancy Addressed; E-bike and Fire Department Ordinances to be Advertised
The council discussed the need for an appeals board to handle challenges to code enforcement and construction codes, distinct from the existing zoning appeal board. It was noted that current ordinances do not cover these types of appeals. The council plans to solicit members for this new board, specifying that members should have qualifications related to relevant trades, such as contractors. The creation of an ordinance for this appeals board is required. Additionally, the council agreed to advertise for a replacement member for the planning commission and to offer the position to Mark Fallon again. Discussions also touched upon an e-bike ordinance and a volunteer fire department cost recovery release, both of which will be advertised for review next week. A separate issue regarding a potential ordinance for residential garbage containment was also discussed extensively.
Municipality Seeks to Lock in Lowest Energy Rates as Contracts Expire
The council discussed the upcoming expiration of contracts for gas and electricity rates. Electric rates expire in August, and gas rates expire in December. Three bids have been received for electricity and two for gas. The municipality is working with their current broker, Progressive Energy Consultants, to secure the lowest possible rates, confirming that the presence of a solar farm will not affect their ability to obtain these rates. There was also a brief discussion about the possibility of a solar farm owner obtaining these rates directly.
Municipality to Petition State for Radar Use by Local Police
The council discussed a proposal to send a letter to the state requesting the allowance of radar use for local police. It was noted that Pennsylvania is the only state that currently prohibits local police from using radar. The intent is to encourage state senators and legislators to consider this change. The discussion also touched upon the effectiveness of current speed timing devices and the limitations imposed by state law.
