City Approves Demolition of Two Unsafe Homes and Initiates New Bidding for Historic Nelson House Sale

The City Commission concurred with the Housing Board of Appeals decision to demolish 1300 Langland Avenue due to the residence being in severe disrepair and attempts to contact the owner being unsuccessful. The property has been open for many years, with the roof and tarps rotting, the porch rotted, foundation failing, and windows broken or missing. Despite registered and certified mail being returned signed, there has been no response or acknowledgement from the owner. Similar efforts have been made for 965 Scott Street, which also requires demolition due to a rotted front porch, failing foundation, deteriorated roof, and missing siding. In both cases, despite extensive efforts to communicate and provide owner contact information, no owner engagement has occurred, leading to the recommendation for demolition to ensure community safety from squatters, children, or other hazards. The commission also discussed the process for property owners to pursue superintendent control if they wish to remedy unsafe conditions, emphasizing that communication with the city is crucial. The meeting also addressed the sale of the Nelson House, a historic property the city has worked to preserve. After receiving four purchase offers, staff recommended endorsing a negotiation with Tobin, Bailey, and Jesus Paz Soto. However, Commissioner Kilgo proposed calling for highest and best offers from all four applicants to ensure the best value for the city, citing that while the purchase prices were similar, the renovation budgets varied. The commission ultimately voted to direct staff to receive highest and best offers for consideration at a future meeting, acknowledging the need to balance maximizing asset value with the city's commitment to preserving historic properties.
