City Council Addresses Major Traffic Congestion from NDOT Project
Several council members and the Mayor discussed ongoing traffic congestion and issues related to the NDOT project on 930. Council members urged patience but also highlighted the negative impact on residents and the need for NDOT to prioritize opening more lanes, specifically a second westbound lane. The Mayor has urged NDOT to accelerate work and remove the first median to alleviate the bottleneck. Concerns were raised about illegal left turns at the intersection, with police and sheriffs present. The new quadrant road is seen as a way to divert traffic from the main intersection, but its effectiveness is hampered by the single open lane. The city may bill NDOT for traffic patrol costs incurred due to the congestion. Councilman Turner advised patience, comparing the situation to past roadwork on Newport Road.
Utility Funds Transferred to Improvement Accounts for Capital Projects
The City Council passed Resolution R-26-26, authorizing the transfer of funds between utility funds to support upcoming projects. Following a recommendation from FSG regarding water rates, the city will transfer $1 million from the water operating fund to the water improvement fund, $1 million from the wastewater operating fund to the wastewater improvement fund, and $2 million from the stormwater operating fund to the stormwater improvement fund. These improvement funds are designated for future projects. This practice of transferring funds occurs every couple of years based on operating balances.
Fire District Consolidation Progresses with Officer Appointments and Interlocal Agreement Vote
Councilman Bird provided an update on the fire district consolidation. Chief officers have been announced, and interviews for assistant chief and other positions are ongoing, with approximately 17-18 positions across the new district. Announcements for these roles are expected by the end of the week or early next week. The final interlocal agreement is set for a vote by commissioners on Friday, with January 1st remaining the target date for full implementation. Transparency in the process, including public updates, was praised.
City Leaders Highlight Successful Community Events and City Growth
Councilman Mowry and Mayor commented on the positive developments in New Haven, highlighting the successful Summerfest, car show, and July 4th flag raising events. They expressed pride in the city's growth and the community's commitment, citing residents like Roger who chose to move to New Haven. Councilman Mowry also mentioned the impressive fleet of squad cars, noting the growth from one policeman in the 1960s to 30 officers today.
Rezoning for Pallet Manufacturing Business Proposed
The City Council heard the first reading of an ordinance (Z-26-13) to amend the Zoning Map of the New Haven Plan Commission jurisdictional area. The applicant, Forest City LLC, seeks to rezone a 4.8-acre parcel at the northwest corner of Ryan and Edgerton Road from A1 Agricultural to I1 Light Industrial. The proposed project is a pallet manufacturing business, distinct from a sawmill. The Planning Commission recommended approval. Due to state statute, zoning ordinances cannot have their rules suspended for immediate second reading and passage, so this will proceed to the next council meeting on the 21st.
