Retiree premiums for Medicare also increased, but are paid by retirees. The city's annual investment in employer-funded benefits is approximately $1.36 million.

Councilmember Bethay reported positively on a July 4th event at Tuscarilla Park organized by Parks and Recreation, noting strong attendance and community engagement. He also commended administrative staff for providing meals to staff at various rec centers and pools. Regarding July 4th ambiance, Deputy Chief Louis Biondi stated there were no major crime issues, with 58 officers assigned to the celebration and 21 on patrol, aside from typical end-of-night downtown incidents and persistent unfounded shots fired calls. A fire incident was mentioned as under investigation.
O'Kella Clarifies Recycling Policy and Addresses Location Confusion
During the public comment section, a resident inquired about the city's return to a system where residents must take recycling to bins, asking if this would incur additional charges if recyclables end up in regular garbage. The city confirmed that the disposal cost remains the same regardless of whether items are recycled or put in regular garbage. Confusion was also noted regarding the location of a specific recycling site in West O'Kella, and the city committed to clarifying the location with improved visual aids.
O'Calla Police Department Reports on Recent Crime and Enforcement Activities
The O'Calla Police Department reported on activities from June 15th to June 28th, 2026. Baker Acts remained stable, while Marchman Acts showed a downward trend despite an increase from the previous year. Total calls for service exceeded 7,100, with 63% being proactive. There were 290 reported crimes leading to 230 arrests. Traffic incidents included 949 calls and 171 crashes, an 11% increase. A significant case involved a fatal drug rip resulting in two deaths, leading to a felony murder arrest. The department also recovered a large amount of marijuana and handguns during a traffic stop and addressed a minor traffic violation that escalated due to the driver's lack of license endorsement. Investigations into child exploitation resulted in life sentences and lengthy prison terms for several individuals.
O'Kella Approves Additional Expenditures for IP Addresses and Bandwidth Services
The City Council approved additional expenditures for the contract with Cogent Communications Inc. for IP addresses and bulk bandwidth. Due to market changes and increased demand, Cogent increased monthly charges. The amendment locks in current pricing for 12 months and converts IP addresses from month-to-month to a 12-month term. Staff recommended approval.
