The city administrator noted that pedestrian crossings in the area near the community park were identified in the Forward 50 master plan and that Highway 50 is a state route requiring IDOT approval for any changes. The administrator also addressed parking concerns around schools, stating that restricted parking does not eliminate student parking needs.

The city administrator responded that all expenditures were budgeted or approved by the council and detailed specific costs, including the feasibility study for sports facilities, turf installation, toiletries, and the reason for the price difference in chemical purchases. The administrator also clarified that Explorer Technologies is recreation software managed by the parks department, and that the graphic board purchase was for IT dispatch.
Council Approves Annexation Agreement, Addresses Public Concerns, and Considers Various Ordinances

Additionally, an ordinance annexing certain territory containing approximately 40.02 acres at the existing Winter Creek subdivision in Oalon, Illinois was considered on first reading.
Multiple Zoning and Land Use Ordinances Considered
The council considered several ordinances on first reading, including a mixed-use development for Central Park phase 2, an ordinance amending chapters 30, 31, and 32 of the Ofallen City Code, a residential subdivision for Windsor Creek phase 6, a single-family residence dwelling district at 115 Orchard Street, an ordinance amending chapter 110 business, an ordinance amending the Ofallen future land use map for 1.01 acres at 115 Orchard Street, and an ordinance annexing territory for the Winter Creek subdivision. Additionally, an ordinance amending chapter 78, schedule one, no parking zones was approved on second reading. A resolution approving and accepting the minor subdivision of 115 Orchard Street, known as Adcock Estates, was also approved.
