Ottawa City Commission Deliberates 2027 Budget Amidst Rising Costs and Valuation Trends
The Ottawa City Commission is reviewing the 2027 operating budget, focusing on mill levy-supported funds and potential impacts of mill rate changes. Discussions included a 4.5% increase in assessed valuation, leading to an estimated $315,000 in additional revenue for four mill levy funds (library, debt service, OMA, general services). However, proposed operational cost increases for 2027 amount to $814,750. The commission considered three options for the mill rate: maintaining the current rate, a one-mill increase, or a two-mill increase. The revenue-neutral rate was calculated at 42.209 mills, a decrease from the current rate. The commission is aiming to balance service levels, contractual obligations, and financial reserves while considering community feedback on tax impacts. A decision on the maximum mill rate to notify the county by July 20th is pending, with public hearings scheduled for September 2nd.
City Commission Approves Consent Agenda
The City Commission approved the consent agenda, which included minutes from the July 1st, 2026 regular meeting, minutes from the May 13th, 2026 Planning Commission meeting, and agenda approval. The motion to approve was made and seconded, then passed unanimously.
City Authorizes LMI Survey to Pursue CDBG Grants
The City Commission authorized the City Manager and City Attorney to negotiate and execute an agreement with Governmental Assistance Services (GAS) to conduct a low-to-moderate income (LMI) survey. This survey is necessary because Ottawa's current LMI documentation (46%) falls below the 51% threshold required for certain Community Development Block Grant (CDBG) applications. If the survey confirms eligibility, the city can pursue up to three CDBG grant applications through 2030. The survey will cost $31,000, funded by the capital improvement fund. GAS will handle survey methodology, data tabulation, and final submission for approval.
Downtown Master Plan Consultant Presentations Heard by City Commission
The City Commission heard presentations from three firms vying to be the downtown master plan consultant: RDG Planning and Design, Olson, and Bartlett and West partnered with Borderless Studio. Each firm presented their approach to community engagement, planning methodology, and implementation strategies. Key aspects discussed included public involvement, connectivity within downtown, streetscape improvements, economic development, and phased implementation. The commission provided feedback to staff on the presentations.
