City Council Approves MOU for Engineering Technician Starting Wages
The council considered Resolution number 158, 2026, approving an MOU regarding starting pay for Engineering Technician One between the city of Otomua and Teamsters Local number 238. Human Resources Director Cojo explained that the MOU establishes a consistent process for determining starting wages for new hires to prevent them from earning more than existing employees in the same classification. New hires will follow a two-year step progression, and starting wages will be recalculated after annual COLAs are approved in FY28 and beyond. The union has agreed to the terms, confirmed by email, though the signed copy was not yet returned. The starting rate for hires between July 1st and December 31st of this year is set at $22.09 per hour. This process may be applied to other public works positions if they become vacant during the two-year transition period.
City Approves Sale of 113 East Maple Property to Enrique Sanchez
A public hearing was held for the proposed conveyance of city-owned property at 113 East Maple, Otuma, Iowa, to Enrique Sanchez. The city accepted bids until May 7th and received one bid of $9,800 from Mr. Sanchez. Staff recommended accepting the bid. Questions were raised about receiving only one bid for the unique and potentially work-intensive property, but the situation was deemed understandable. The public hearing was closed, and Resolution number 155, 2026, accepting the bid and approving the sale to Enrique Sanchez for $9,800, was passed and adopted by the council.
Council Plans Work Sessions on E-bikes and EMS; Mayor Clarifies Board Appointment Process
Council Member Reed requested a work session to discuss e-bikes and motorized bikes due to public interest and questions. Administrator Rath also suggested a work session for Fire Chief Canto's report on EMS services. Mayor Putt explained the process for appointments to city boards and commissions, which involves filling out an application (available in person, online download, or online form), review by the Mayor and City Clerk, individual conversations with applicants, and then determination of the best fit. Applications can be for multiple boards, and reapplications require a separate process. Easement Agreements Approved for Blakes Branch Sewer Separation Project
Resolution number 159, 2026, was approved, authorizing the mayor to execute permanent and temporary easement agreements with Elliott Oil for public improvements related to the Blakes Branch Phase 8 Division III sewer separation project. City Engineer Bergmeyer explained that the easements are needed to connect sewer lines to the project by accessing Elliott Oil's property, specifically near their old office building on the east side of Jefferson where the Blakes Branch runs through the basement. Council members inquired about the project timeline, with the engineer suggesting completion in spring of the following year due to the complexity and inability to close multiple streets simultaneously, rather than the initial spring target.
