Overland Park Committee Votes to Recommend Strategic Goals, Retains Mobility Staffing Language
The Committee of the Whole reviewed and discussed proposed amendments to the 2027-2028 strategic goals. One proposed amendment to add 'implement the new city brand' under Goal 4: Government Accountability was voted down. Another amendment to remove the priority action item regarding the creation of a comprehensive mobility implementation strategy, including dedicated staff resources, under Goal 3: Infrastructure and Mobility was also voted down, meaning the original language remained. The committee then voted to recommend approval of the strategic goals as presented, with the mobility language included, to the City Council for final action on September 14, 2026.
Overland Park Committee Recommends 2027 Budget, Approves Exceeding Revenue-Neutral Tax Rate
The Committee of the Whole reviewed the proposed 2027 budget. While the assessed valuation growth was revised down from 4% to 3.6%, resulting in lower property tax revenue, this was offset by increased interest earnings and adjustments in the tax increment financing fund. The total recommended budget remains $515.9 million, a 3.5% increase from 2026. The committee moved to recommend to the City Council approval of the budget for public hearing, setting the public hearing for September 14, 2026, and scheduling adoption of the budget, CIP, and maintenance programs for the same date. Importantly, the committee also recommended notifying the county clerk of the intent to exceed the revenue-neutral rate, proposing a tax rate of 14.579 mils, and setting a public hearing for this intent on September 14, 2026. This process is necessary to collect additional property tax revenue beyond what the revenue-neutral rate would allow, especially given increasing personnel costs.
