Elosso City Council Approves Lease Amendment for Additional EMS Medical Equipment
The council considered and approved an amendment to a master lease agreement with Zoll 1 for the Fire Department of Emergency Medical Services. This amendment adds an additional cardiac monitor, automatic CPR device, and a ventilator for a new frontline ambulance, maintaining the same terms and conditions as the existing agreement. The additional monthly cost will not exceed $2,315.41, contingent upon annual appropriations. The lease includes comprehensive maintenance, software updates, technical support, and full equipment replacement.
Elosso City Council Approves Agreement for Gas Line Relocation on East 96th Street North
The council reviewed and approved an agreement with Oklahoma Natural Gas (ONG) for gas facilities relocation related to the East 96th Street North widening project. The project involves relocating approximately 2,924 linear feet of medium-pressure gas line. A portion of the line is in public right-of-way, and a larger portion is in private easements. ONG is proposing the relocation and an increase in line size. The estimated total cost for relocation and upsizing is $1,317,784, with the city's responsibility for relocation estimated at $666,594 and ONG's responsibility for the upsizing and their portion of relocation at $651,190. Relocation costs are based on actual costs, and ONG will provide an invoice after the work is completed. The city has the right to terminate the contract if revised estimates exceed the agreed-upon amount. Funding is available in the capital improvement fund.
Elosso City Council Approves Engineering Design for South Main Street Drainage Improvements
The council approved an agreement with WSB LLC for engineering design services for the South Main Street Drainage Improvements Project. A prior stormwater study identified the need to upsize two major trunk lines in the downtown area. This project focuses on the first phase: designing improvements along Main Street. The scope of work includes design plan submittals, bid documents, and obtaining necessary easements and relocating private utilities. The negotiated fee is a lump sum of $340,300, with an additional $20,000 contingency for unforeseen design needs at the city's discretion. The total agreement amount is $360,300. Funding is available in the Stormwater Fund.
Elosso City Council Extends Firefighter Contract Amid Ongoing Negotiations
The council approved Resolution 2026-13, which continues the fiscal year 2025-2026 collective bargaining agreement between the city of Owasso and the International Association of Firefighters (IAFF) Local 2789 into fiscal year 2026-2027. This action is necessary because negotiations for a successor agreement are ongoing, and this resolution avoids a lapse in the current contract. The existing compensation structure and all terms and conditions remain unchanged. Eligible IAFF members will continue to receive anniversary step increases. The IAFF agrees with this continuation while negotiations proceed until a successor agreement is reached or June 30, 2027.
Elosso City Council Receives Updates on Multiple Infrastructure Projects
The city manager presented a project status report, including updates on several infrastructure projects. The Garnett improvements project is progressing well, with water crossings nearing completion and stormwater box installation finished. Paving has begun. The 106th and North 129th East Avenue project is on schedule, with westbound lane preparation underway. Improvements at 96th Street and 145th East Avenue are set to commence in August, with completion anticipated in April 2027. Utility relocation continues for 96th Street from 134th to 145th East Avenue, expected completion May 2027, with progress on acquiring the last piece of right-of-way. The Ranch Creek Trail project faces delays due to pending railroad approval for an access point and additional environmental study work, pushing design completion to fall or early winter. Design for the 86th Street and 161st East Avenue intersection is 80% complete. Land acquisition for the East 86th Street Bridge Replacement Project began in June. Right-of-way obtainment is ongoing for 106th Street North from 129 to 145th East Avenue. Construction easement for 96th Street from Mingo Road to Garnett Road is nearing finalization, with utility relocation anticipated in the fall. Improvements on 86th Street from Maine to Garnett Road are awaiting right-of-way documents. US 169 widening has seen the southbound ramp open, but the East 76th Street northbound on-ramp is closed until early August. Drainage improvements for sports park ball fields have commenced with notice to proceed. Follow-up discussions clarified that the remaining right-of-way for 96th Street from 134th to 145th East Avenue is in condemnation but progress is being made with the landowner. Utility relocation for 96th Street from Mingo to Garnett is expected to start in the fall.
