Oxford Charter Amendments Proposed: Focus on Governance, Land Use, and Procedures

City Proceeds with Land Appropriation for Amtrak Station, Negotiations Continue
Following the adoption of a resolution of necessity, the City Council is undertaking the first reading of an ordinance to appropriate certain real property interests owned by Ledger LLC for the Oxford Amtrak station project. The city requires a 19-foot wide strip of land along the south side of the SDS Pizza property, adjacent to the Talawanda Nelson Morrow building. The city has worked with engineers to minimize the land take necessary for the project's effectiveness. Future improvements include adding accessible parking and curb cuts at the uptown parking lot, continuing sidewalk improvements aligned with the 2026 bike and pedestrian plan, and enhancing accessibility at the parking garage and Woodside Cemetery. The plan itself does not have immediate financial commitments but serves as a guide for future budgetary decisions.
City Council Considers $50,000 Donation to Support Oxford's Winter Shelter and Opioid Abatement Services
The City Council is considering a resolution to donate $50,000 from the opioid settlement fund to Sheltering Oxford, a nonprofit organization, to support an emergency cold weather shelter and related opioid abatement services. The Housing Advisory Commission reviewed the proposal and recommended the donation. The funds will cover the winter shelter operations from November 15, 2026, to March 15, 2027. Sheltering Oxford had initially requested $106,000, but the commission and staff believe this donation represents a more viable long-term solution. The opioid settlement fund currently has a balance of $144,000, and the donation will be drawn from this balance, supplemented by $30,000 annually from future allocations.
