City Adopts Policy for Remote Meeting Technology Disruptions

Palmdale Council to Put Directly Elected Mayor Question to Voters
The council voted 4-1 to place a measure on the November 2026 ballot asking voters if they approve of establishing a directly elected mayor, with the position beginning in November 2028. This would change the current system where the mayor is selected annually by the council. Council member Loa's motion to adopt the ordinance directly failed for lack of a second. Council member Bishop voted against placing the measure on the ballot. Concerns were raised about the $436,000 cost, potential legal challenges under the CVRA, and the possibility of creating a six-member council structure.
Palmdale Secures Key Approvals for 2026 Tax Allocation Refunding Bonds
The council unanimously approved the preliminary official statement and continuing disclosure certificate for the 2026 tax allocation refunding bonds. This follows prior approvals from the council and the LA County Oversight Board. The resolution is a necessary step before proceeding with the bond refunding, pending final approval from the California Department of Finance within 60 days.
Council to Discuss Enhanced City Manager Oversight Mechanisms
Council member Loa moved to add an agenda item to discuss implementing oversight mechanisms for the city manager, including quarterly written reports on contracts, expenditures, travel, and reimbursements under city manager authority. She argued that current oversight is lacking and has led to past legal and financial issues. Bishop seconded the motion, suggesting exploring a city treasurer position. The motion passed 4-1, with Loa voting no.
Palmdale Maintains Sewer Rates for FY 2026-27; Future Reductions Considered
The council approved Resolution 8.2, updating the sewer collection service charge for fiscal year 2026-27 without increasing rates. A resident inquired about potential future reductions, and staff acknowledged this possibility pending the results of an ongoing sewer master plan study, expected by year-end. The resolution passed unanimously.
