Cherry Street Property Rezoned from R1 to R2

Owen, representing the Planning Department, provided an update on zoning applications and the ongoing work session regarding the Unified Development Ordinance (UDO) draft. Key discussions for the UDO included transforming neighborhood commercial zoning to be more mixed-use (allowing residences above businesses), removing certain corridor overlays (like Greenville Street and West Queen) to implement stricter residential and commercial standards, and creating a historic overlay district expanding from the town square. The Design Review Board will now require approval for facade changes in these areas, and new commercial buildings on highways 76 and 187 will also need DRB approval. He also mentioned receiving a rezoning application for the property at Cherry and Broad Street to go from R1 to R2, which will be heard in August.
Police Department Reports on June Activities, Including Burglary Response and Community Engagement
Police Chief Pollson reported on the department's activities in June, including over 962 calls for service. He detailed a burglary in progress incident that resulted in two arrests after a brief pursuit. The department responded to 31 reports, clearing 10 by arrest or warrant, and issued 128 warning tickets and 45 state citations. Efforts focused on traffic stops at key intersections (Main/Depot, Broad/Cherry, Lebanon/Cherry). Officers participated in community outreach events, including vacation Bible schools and summer concerts, and conducted driver training with Tri County Technical College. The department also attended American Legion and HOA meetings, and assisted with a veteran escort event and public meetings for gubernatorial candidates.
Town Council Approves Fiscal Year 25-26 Budget Amendment
The council approved the second and final reading of an ordinance to amend the town's budget for fiscal year 25-26. The amendment was passed unanimously, indicating a formal adoption of the revised budget.
