Homewood West Rezoning Approved for Affordable Housing Project

The City Council held a public hearing on bill 2026-05, which proposes to rezone three parcels (125G13, 125G15) in the Homewood West neighborhood from residential single-unit detached low density (R1DL) to urban industrial (UI). The planning commission recommended approval. The applicant, Action Housing, represented by James A. and Jody Lincoln, along with designer Katie Septus and URA representative ML Meer, presented plans for a 38-unit multifamily affordable housing development on these parcels, which are owned by the URA and have been vacant for over 20 years. The rezoning is a feasibility requirement for securing Low-Income Housing Tax Credit (LIHTC) awards, with an anticipated application in early 2027. The project aligns with the Homewood Comprehensive Community Plan and the city's goal to increase affordable housing. The site is adjacent to existing urban industrial districts and includes a former UPMC building on a fourth parcel, also owned by URA. Community engagement has been ongoing since 2022, with active engagement over the past six months. Councilman Kohari Mosley noted the positive community reception and the need for intentionally affordable housing. The meeting concluded with no public speakers and was adjourned.
