Pleasanton Voters to Decide on Hotel Tax Increase in November
The City Council voted to place a measure on the November 3rd ballot to increase the transient occupancy tax (hotel tax) from its current 8% rate. The proposed increase would be phased in, reaching 10% on July 1st, 2027, and 12% on July 1st, 2028. This measure is intended to generate new, visitor-funded revenue to address the city's structural budget gap. The council also directed the formation of an ad hoc subcommittee to draft a written argument in favor of the measure. The ad hoc subcommittee will consist of Councilmembers Nybert and Eicher.

Separately, Councilmember Testa requested prioritizing an update to the city's sign ordinance, specifically focusing on gas station canopies due to perceived gaps in current regulations. This was discussed as a broad ask, with staff suggesting a narrower focus on gas station signage guidelines, to be brought back for review. Both matters received general support for further discussion.
Pleasanton Approves $10.2 Million Water Meter Replacement Project
The City Council authorized the City Manager to enter into agreements with CORE and Maine LP for the Water Meter Advanced Metering Infrastructure (AMI) replacement project. The project includes capital improvements totaling $10,262,257 and approximately $2.5 million for operation services, with a 5% aggregate contingency authorized. This project is necessary due to widespread failures of the existing meters and is crucial for meeting state regulatory requirements and a settlement agreement deadline with Zone 7. The new meters will be manufactured by Camstrup and come with a 20-year warranty. The council approved the motion unanimously, emphasizing the necessity of this upgrade for reliable water services and revenue management.
Pleasanton Council Approves Shell Station Branding After Debate on General Plan Compliance
The City Council heard an appeal regarding a sign design review application for rebranding a 76 gas station and Circle K Market to Shell Gasoline and Fast Fill Market at 4191 First Street. The Planning Commission had previously upheld the applicant's appeal of the zoning administrator's denial, allowing for the corporate branding color on the canopy not to exceed 50% of the total canopy fascia height, with all canopy lighting (except downlighting) turned off between 10 p.m. and 7 a.m. The Council, in a 3-2 vote, ultimately voted to approve the project consistent with the Planning Commission's determination. Councilmember Testa and Councilmember Nybert voted to deny the application, citing inconsistencies with the General Plan and Downtown Specific Plan.
