Three Students Honored with Outstanding Citizenship Awards for Commitment to Social Justice
The Select Board recognized three students for outstanding citizenship: Molly St. Galile (Plymouth North High School, class of 2026), Zachary Hog (Plymouth South High School, class of 2026), and Rebecca Junkowski (Rising Tide Charter Public School, class of 2026). The awards, presented by the Plymouth for All Committee, honor students who demonstrate a commitment to social justice, challenge discrimination, celebrate diversity, or protect civil rights. Molly St. Galile was recognized for establishing a school food pantry and organizing benefit shows. Zachary Hog was acknowledged for his work as a student ambassador for international students and for standing up for a peer with a different religion. Rebecca Junkowski was honored for her leadership in community service projects for unhoused veterans and low-income families, and for her work with an inclusive events club. Each student also shared their idea for solving a global problem: Molly chose hunger, Zachary chose wealth inequality, and Rebecca chose ignorance. State Representatives Michelle Badger and Kathleen Linatra, along with Senator Dylan Fernandez's office, presented citations from the state house and senate, respectively, congratulating the students.
Select Board Approves Special Municipal Employee Designations for Various Town Roles
The Select Board reviewed and approved applications for Special Municipal Employee (SME) designation for several positions. Tim Bennett, a Planning Board member and professional land surveyor, requested the designation to continue serving on the board while working in his profession, as his firm submits plans to various town boards. The board clarified that the designation is for the position, not the individual, and thus would apply to all Planning Board members. Similar SME designations were approved for three positions within the Recreation Department: Beach Pond Supervisor, Summer Sports Clinic Director, and Sports Clinic Director, noting these positions often involve individuals who also work for the school system. Karen McCall, a Seasonal Natural Resources Assistant, also received SME designation. Michael Hahan, Director of Assessing, received SME designation, allowing him to continue on the Board of Assessors while serving as Director. Frank Steven Tripoi, Town Moderator and practicing attorney, had his SME designation approved despite one member's objections regarding the necessity of the designation for the role. The board stressed the annual review policy for these designations.
Select Board Approves Transfer of All-Alcohol Restaurant License for Michael's Village Pub
The Select Board considered an application for the transfer of an annual all-alcohol restaurant license from Plymouth Public House Corp. (dba Plymouth Public House) to Cedar MVP, Inc. (dba Michael's Village Pub). The applicant, Cedar MVP, Inc., represented by attorney Sydney Proos, has extensive experience in the restaurant industry. Michael L. Kokazi is the 100% owner, and Michael D. Kokazi will be the proposed licensed manager. Employees serving alcohol will also be alcohol tip certified. The transfer requires approval from the Alcohol Beverages Control Commission (ABCC) and the Select Board. The board discussed the projected timeline for the transfer, estimated to be a few months after ABCC approval. The motion to approve was made and seconded, and subsequently approved by the board.
Town Council Clarifies Open Meeting Law and Executive Session Procedures
Town Council Kate McCay provided an overview of the Open Meeting Law, specifically focusing on the 10 exceptions that allow a board to enter executive session. The exceptions cover topics such as individual personnel matters, negotiations, security, criminal investigations, real estate transactions, legal compliance, employment interviews, mediation, and trade secrets. McCay emphasized that the Attorney General's office provides resources, including decisions on past complaints and upcoming webinars, for understanding these exceptions. The board discussed the importance of citing the specific exception on the agenda and the level of detail required, noting that it can vary based on potential detrimental effects on negotiations or litigations. The discussion also touched upon the town's past training sessions and the availability of online resources for officials and the public.
Resident Raises Concerns Over Development Transparency and Accountability
During the public comment section, a resident expressed concerns about public trust in the development process. She cited two examples: a 55+ community that changed to larger single-family homes without clear public understanding of the changes, and a warehouse development in the industrial park that remains an excavated area years later. She questioned how the town ensures transparency when significant changes are made to approved developments and whether the town considers developers' past performance on previous projects. The resident emphasized that while development is needed, it should be accompanied by transparency, accountability, and thoughtful planning, and residents should trust that approved plans reflect what is built or that significant changes undergo public review. The board acknowledged the concerns and indicated they would be addressed.
