Port Royal Council Approves E-Bike Regulations, Rezones Properties, and Advances Sidewalk Project
The council heard second readings for several ordinances. Ordinance 2026-12 rezones approximately 0.18 acres at 105 16th Street from T5 Main Street to T4 Urban Center. Ordinance 2026-13 amends section 4.120 of the development code. Ordinance 2026-14 clarifies the definition and operational regulations for electric bicycles (e-bikes), specifically prohibiting their use on multi-use paths and sidewalks, with enforcement relying on public education and police response. Ordinance 2026-15 authorizes the town manager to convey excess real property at 814 11th Street to facilitate sidewalk construction. The council also moved forward with first readings for annexation and zoning proposals, including annexing 0.176 acres at 132 Castle Rock Road (Ordinance 2026-16) and zoning 0.76 acres nearby to T4 Neighborhood Center Open (Ordinance 2026-17). Additionally, ordinances 2026-18 and 2026-19 involve annexing and zoning 0.57 acres at 3013 Elm Street and 3016 Cherry Boulevard to T4 Neighborhood Center, intended for single-family homes. Finally, Ordinance 2026-20, a staff-initiated rezoning of approximately 25.22 acres at 337 Savannah Highway and 873 Roberts Smallest Parkway from Planned Unit Development (PUD) to T4 Neighborhood Center and T4 Neighborhood Center Open, was discussed for its role in a conservation effort with Beaufort County's Green Space Program to preserve the property and a historic cemetery, preventing future commercial development like billboards or hotels.
Paris Island Liaison Highlights Living Shoreline Success and Seeks Increased Community Engagement
Neil Puglisi, serving as the new liaison for Paris Island to the community, addressed the council. He highlighted the success of the Living Shoreline project, a collaborative effort with Port Royal, noting that marsh grass is growing back and it's being used as a model along the eastern seaboard. He also mentioned the significant annual economic impact of the Tri-Command on the local community, estimated to be over $2.3-2.4 billion annually, with expectations for this number to rise due to South Carolina's pro-veteran stance.
Port Royal Proclaims Gullah Geechee Nation Appreciation Week
The Town of Port Royal officially proclaimed July 25th through August 1st, 2026, as Gullah Geechee Nation Appreciation Week. This annual proclamation acknowledges the historical and cultural significance of the Gullah Geechee people to the region. The proclamation highlighted the 26th anniversary of Queen Quet's leadership and the ongoing work of the Gullah Geechee Sea Island Coalition in protecting Gullah Geechee culture, human rights, and land and water rights. The town council was urged to participate in and support local and regional activities themed 'Huna Must Take Keya de Root Fa La Tree.' Attendees were invited to Gullah Geechee Family Weekend events on St. Helena Island, including an artist reception and auction at the Dr. York W. Bailey Museum and activities at Frizzell Hole.
E-Bike Restrictions and Public Safety Efforts Praised
During public comment and council discussions, e-bikes were addressed concerning their operation on boardwalks and in wetlands.
