Randolph Town Council Approves 2% Water and Sewer Rate Increase, Authorizes $1.27M Transfer from Stabilization Fund

The Randolph Town Council held a public hearing and subsequently voted on the FY27 water and sewer rates. Several options for rate increases were presented by a consultant, ranging from 0% to 13%. After extensive discussion and multiple amendments, the council ultimately approved a 2% increase for water rates and a 2% increase for sewer rates. This decision was made with the understanding that a $1.2 million draw from the water stabilization fund would be utilized, leaving a projected deficit of approximately $79,000 for FY27. Additionally, the council voted to approve Council Order 2026-048, authorizing a transfer of $1,274,385 from the water stabilization fund to the water and sewer enterprise fund to support operations and capital improvements for the water treatment plant and related infrastructure. This action was deemed necessary to balance the budget.

Randolph Town Council Approves Road Repair Revolving Fund, Community Programming Fund, and Pool/Rink Upgrades

The Town Council considered and approved Council Order 2026-055, which amends the General Ordinances concerning department revolving funds. This order allows the DPW to establish a revolving account to fund full street repairs following utility work, rather than just patching the disturbed areas. The goal is to improve the quality and longevity of road repairs. The council also approved Council Order 2026-051, creating a revolving fund for community programming, allowing for expansion of services at the community center. Additionally, Council Order 2026-044, concerning the application for the Clean Water Trust State Revolving Loan Program for $2.5 million, was approved. The council also discussed and approved funds for various other purposes including body cameras, public safety leadership evaluations, field and track improvements, council-appointed positions, HR policy review, school bus and van purchases, municipal building maintenance, and pool/rink repairs. A portion of the free cash transfer related to school roof assessment for green energy was withdrawn due to language concerns and will be revisited later. Funds for pool and rink repairs, including HVAC and leak detection system replacements, were approved, with the pool needing significant repairs before it can reopen. The council also approved a transfer of free cash for general stabilization and approved Council Order 2026-058 to create an affordable housing trust, which will be referred to subcommittee.
