Rantoul Approves Contract for Public Safety Training Building
The Rantoul Village Board of Trustees approved a contract with Mid-Illinois Concrete and Excavation, Inc. for the construction of a public safety training building at the new firing range. The project is funded by a state appropriation and remaining ARPA funds and must be completed by December 31st of the current year. The village received two proposals, and Mid-Illinois Concrete and Excavation provided the lowest responsive quote.
Rantoul Board Approves Purchase of Dura Patcher for Pavement Preservation
The Rantoul Village Board of Trustees approved the purchase of a trailer-mounted P2 Dura Patcher from CMW Equipment for the street systems division. This equipment is considered key for pavement preservation, as demonstrated by its effective performance on Tanner Street. A contingency fund of $2,500 was requested to modify a truck for aggregate dumping and add safety lighting. Funding for the patcher will come from the fiscal year 27 budget, requiring a transfer from the vehicles line item, which may delay the purchase of a dump truck and a pickup truck.
Rantoul Board Considers Advisory Referendum on Cannabis Businesses
The Rantoul Village Board of Trustees considered a resolution to place an advisory referendum on the November 3rd, 2026 ballot, asking voters if the village should allow cannabis establishments to locate and operate within the village. The board clarified that this vote is advisory, meaning the public's input will guide the board's decision but not dictate it. The board's final decision on allowing cannabis businesses will still require a separate vote. The advisory nature is due to state statute limitations on what can be a binding referendum.
Rantoul Board Clarifies Consent Agenda Procedures Under Robert's Rules of Order
The Rantoul Village Board of Trustees addressed procedural matters concerning the use of Robert's Rules of Order and the consent agenda. Trustee Haynes raised concerns about items being removed from the consent agenda. The administrator explained that according to Robert's Rules of Order, any member asking a question about an item on the consent agenda automatically removes it for separate discussion. This protocol should be managed by the chair. While the Mayor Pro Tem appointment was on the consent agenda, it was considered routine as an appointment, though the administrator acknowledged it's not inherently routine.
Rantoul Approves Multiple Purchases for Utilities and Infrastructure Upgrades
The Rantoul Village Board of Trustees discussed and approved the purchase of gas meter nodes from Eaton Corporation for $40,352 as part of the AMR/AMI meter project, aiming to finalize the update to automatic meter reading. They also approved the purchase of a custom utility box for a new Public Works Gas Division truck from Nap Eye Truck Equipment Center for $63,876. Additionally, the board approved the purchase of a trailer-mounted P2 Dura Patcher from CMW Equipment for $102,500 for street systems division pavement preservation. Finally, they approved agreements and material purchases related to the Prospect Substation and feeder exits project for the Electric Department, including a service agreement change request with BHMG Engineers ($400,000 not to exceed) and the purchase of express line materials from United Utilities Supply ($207,596.49).
