Rincon Council Reviews Annexation and Rezoning for Large Residential Development on Lexington Avenue
The City Council held a public hearing and first reading on a petition by Dylan Wingate with Patriot Development Group to annex and rezone approximately 114.13 acres located at 0 Lexington Avenue from AR1 (agricultural residential) to PUD (planned unit development) for a residential community. The proposed development includes 352 single-family homes and 30 townhouses, to be built in phases over five to seven years. Concerns raised by the public and council members included traffic impact on Lexington Avenue and surrounding roads, stormwater management, infrastructure adequacy, the adequacy of the existing bridge/culvert, and the need for more detailed engineering and traffic studies before final approval. The applicant, Patriot Development Group, presented plans for amenities, green space, and proposed road improvements. The council acknowledged that all subsequent plans, including traffic and engineering studies, would require city approval as part of the PUD process. A workshop is scheduled to further discuss the proposal.
Rincon Golf Course Reports Membership Growth and Facilities Updates
The City Council discussed and approved administrative reports, including an update on the golf course. The report indicated 198 members, good course conditions, and a well-balanced crew schedule. A large memorial tournament was successful. Discussions also touched on the need for parking lot improvements due to increased membership and planned events. Facilities maintenance reported progress on the members' room renovation, driving range robot installation, and stage tile completion at Freedom Park.

The City Council approved a contract with Development Associates LLC. Ms. Jones briefly stated it is a hiring firm being used for the next season, likely for administrative or planning support.
Rincon Council Approves 'Celebration in Christ' Event at Freedom Park with Fee Waiver
The City Council approved a request from Gary Hawkins with Springfield Oaks Church for a special events permit with a fee waiver to hold a 'Celebration in Christ' event at Freedom Park on September 12th, 2026. The event will feature pastors giving talks, food trucks, vendors selling Christian-based crafts, a prayer tent, and a baptism area. Initially planned as a large festival, the event has been scaled back to a day of worship.
Rincon City Council Approves Purchase of New OpenGov Software for City Operations
The City Council approved the purchase of OpenGov software for permitting, planning, code enforcement, and licensing. The current software expires this year, and OpenGov was chosen after demonstrations and consultation with Effingham County, which uses the same system. The initial purchase covers the period through the end of the year, with a five-year contract priced annually. The council authorized the City Manager or Mayor to sign the related contracts. The total amount for the current year is $67,709.32.
