Rio Vista Approves Animal Control Services Agreement with Solano County
The City Council considered and approved a Memorandum of Agreement (MOA) with the County of Solano for animal control services for the period of July 1st, 2026, to June 30th, 2028. The discussion included concerns about the cost per call ($348 based on 10 calls/month for $41,000) and clarification on the services provided, such as handling of dead animals (city public works handles on public property, property owner on private) and the significant role Solano County Animal Control played in a past hoarding case involving over 50 cats. The agreement was approved unanimously by the council.
Rio Vista Reports Safe 4th of July Thanks to Seizure of Over 1,600 Pounds of Illegal Fireworks
During the City Manager's report, it was noted that the 4th of July holiday was safe, with zero fires and zero 911 complaints, largely attributed to the police department's seizure of 1,623 pounds of illegal fireworks. The department also seized a large quantity of fireworks that the city is exploring potential fines for the seller. The fireworks were disposed of by soaking them in water. Additionally, the city has two council seats opening soon, held by Rick Dolk and Council Member Lisa Duke.
Rio Vista Council Approves Agreements for Dutch Brothers Coffee Project, Addresses Traffic Concerns
The City Council approved three separate agreements related to the Dutch Brothers Coffee project. First, a project-specific maintenance agreement with Caltrans for improvements within the state right-of-way. Second, an easement and maintenance agreement between the city, Dutch Bros. Coffee of Woodland Inc., and the property owner, assigning maintenance responsibilities for landscaping, irrigation, and drainage to Dutch Bros. during their lease term. Third, authorization for the city manager to execute these agreements. Concerns were raised about potential traffic and queuing issues related to the Dutch Brothers site, which were addressed by referencing the Planning Commission's conditional use permit approval and the project's queuing capacity exceeding traditional standards. All three motions passed unanimously.
Rio Vista Approves Purchase of Modular Office Building for Public Works Department
The City Council adopted a resolution authorizing the city manager to execute an agreement with Mobile Modular Management Corporation, procured through the Sourcewell Cooperative Purchasing Program, for the purchase and installation of a modular office building for the Public Works Department. The cost for the building is not to exceed $219,944.30, within an approved project budget of $275,000. This decision follows the rejection of previous bids that exceeded the budget. The modular building is intended to provide needed office space, offering a more cost-efficient long-term solution than leasing. The lifespan is estimated at 25-30 years. The agreement passed unanimously.
