City Increases Minimum Density for Low-Income Housing Sites to Comply with State Law

This change is necessary to ensure consistency with the Housing Element and comply with State Housing Law, as clarified by the Department of Housing and Community Development (HCD). The previous Housing Element allowed a density range of 12-24 units per acre, but HCD clarified a minimum of 20 units per acre is now required for these specific sites. The affected sites are 5040 Snyder Lane and 5435-5443 Snyder Lane. The ordinance aims to prevent HCD from filing an enforcement action, potential litigation, loss of funding, and the 'Builder's Remedy,' which would allow developers to bypass local control. Residents and the property owner expressed concerns about traffic congestion at the Snyder Lane and Kaiser Avenue intersection, the impact on existing neighborhoods like Oak Circle, and the economic viability of development under the new density requirements. The owner of 5040 Snyder Lane noted that his previously approved 36-unit townhouse project (15 units/acre) is not economically feasible, and increasing density further won't help. The ordinance passed 4-0-1.
City Proclaims July as "Parks Make Life Better Month"
The City Council recognized July as "Parks Make Life Better Month" with a proclamation from Mayor Emily Sanborn. City Adopts Policy for Military Equipment Use, Approves Purchase of Drones and Launchers
The City Council considered and waived the first reading of Ordinance No. 995, adopting a policy for the use of military equipment by the police department, including the purchase of additional equipment. The approved ordinance updates Policy 706. The additional equipment includes 15 more 40mm launchers, 75 additional 40mm sponge rounds, 75 new rounds of 40mm frangible impact rounds with OC powder, and three new unmanned aerial systems (drones). During public comment, a resident questioned the process of community engagement meetings versus public hearings, specifically regarding AB41 requirements. Another resident expressed concern about the military arsenal, advocating for a focus on the Constitution and questioning the need for such equipment. Council members discussed the necessity of these updates for public safety and clarified that community engagement meetings can occur concurrently with ordinance adoption. They also confirmed that public safety staff will provide further demonstrations and information on the drone program.
Tracy Rankin Appointed Permanent Human Resources Director
The City Council unanimously approved an employment agreement to hire Tracy Rankin as the permanent Human Resources Director. Rankin has over 20 years of experience in public sector Human Resources and has been serving as the interim HR Director since the beginning of the year. In her permanent role, she will be responsible for Human Resources, Risk Management, and ADA Compliance. Rankin has been with the City for approximately 12 years and will join the executive team. Her compensation package includes an annual base salary of $176,066.38, 80 hours of annual leave balance, accrual of 264 hours of annual leave per year, participation in CalPERS (2% at 55 program), and fringe benefits such as health insurance, disability benefits, and retiree health savings contributions. Council members expressed their delight and confidence in Rankin's permanent appointment, noting her experience and the positive feedback from her staff.
Nomination Period for City Council Seats Opens July 13th
City Clerk Sylvia Lopez-Cuevas announced the nomination period for the upcoming November 3rd General Election. The period to run for City Council opens on July 13th at 8 a.m. and closes on August 7th at 5 p.m. Candidates must be US citizens, at least 18 years old by Election Day, and residents of District 2 or 5, as these districts have seats up for election. Residents interested in running can make appointments for assistance by calling 588-227 or emailing cityclerk@rpcity.org. The city's website (rpcity.org/election) also provides information. If an incumbent does not file by the deadline, the nomination period will be extended to August 12th. Outreach efforts include presence at Plaza on June 26th, social media messages, and postcards to residents in Districts 2 and 5.
