Raleigh Approves Sale of 19.75-Acre Parcel for Office Building Development
The Raleigh City Council considered a bill (202604) to authorize the sale of a 19.75-acre property, a remnant from the Westside Marketplace development, to CM Archer Group for the development of an office building. The proposal includes a contingency requiring the city to rezone the property to accommodate the office building and for the city to extend water and sewer utilities, estimated at $30,000. This utility extension is expected to benefit the city by increasing the value of its other properties. Council members questioned the general fund revenue, the contingency nature of the contract, and potential impacts on nearby residential areas due to noise and unknown future development.
Raleigh City Council Approves Agreement with Pierce Asphalt for Phase III Project
The Raleigh City Council approved an ordinance authorizing the mayor to execute an agreement with Pierce Asphalt LLC for Phase III asphalt work. The bid awarded to Pierce Asphalt was $349,652.25. This was the final reading of the ordinance for this project.
Raleigh Fire Department to Acquire New Turnout Gear for $47,574
The Raleigh City Council approved the purchase of eight full sets of turnout gear for the Fire Department from McQueen Emergency Equipment for $47,574. This purchase is part of the department's policy to replace one-third of its members' gear annually on a three-year cycle. The $80,000 appropriated in the 2026 budget for personal protective equipment has $68,696 remaining after $11,340 was spent on repairs, boots, and other gear. The remaining balance will cover the turnout gear and other necessary items like gloves, hoods, and helmets.
UpCity Presents Parking Sensor and Wayfinding Technology for Downtown Raleigh
The Raleigh City Council received a presentation from Asa King of UpCity regarding their parking sensor and wayfinding technology. The pilot project in downtown Raleigh aims to improve parking availability and management through sensors that collect data on parking occupancy, vehicle counting, and pedestrian/bicycle counting. UpCity's solution includes a Parkco View app for wayfinding and data analytics for city management. The system prioritizes privacy by design, intentionally degrading image quality to prevent facial or license plate recognition. Immediate impacts observed in Paris included an 11.2% reduction in traffic and increased parking turnover. The council expressed interest in proceeding with exploring budgetary numbers for a potential wider implementation in downtown Raleigh.
Raleigh National Airport Ground Lease Reassigned from First Class Air Service to KRE Aviation
The Raleigh City Council approved a resolution to reassign a ground lease for a hangar at Raleigh National Airport from First Class Air Service LLC to KRE Aviation LLC. First Class Air Service requested consent to reassign the lease due to the pending sale of the hangar. The city, which leases the ground under the hangar, will transfer the ground lease to the new entity, KRE Aviation LLC, allowing them to fulfill the remainder of the lease. This change is anticipated to be beneficial as the new operator is expected to purchase more fuel than the current tenant, who is scaling back operations due to retirement.
