Council Approves Donations for Welcoming Block Party and Promotes Community Events
Bobby O'Brien, representing the Rome Waterways and Trails Advocacy Group, requested council support for resolutions 85, 86, and 87, which represent donations for the upcoming welcoming block party for riders of the Parks and Trails New York Cycle the Erie Canal Tour. Donations were acknowledged from GPO Federal Credit Union, Stewart's Shop ($500), and Worthington Industries ($5,000). Air City Lofts' support was also previously acknowledged. The block party is scheduled for Thursday, July 16th, from 5:00 PM to 8:30 PM, featuring exhibitors, music, games, and food trucks. Additionally, O'Brien promoted the Albany Symphony's Water Music New York Rome event on Saturday, July 11th, with activities at SFM Skate Park, Bellamy Harbor Park, a paint and sip event, live music, and a drone show replacing fireworks.
City Implements Zero-Tolerance Policy for Pool Incidents
Councilor Spallone read a statement from Brandon Lovett, Director of Parks and Recreation, detailing serious incidents at city pools during the Independence Day holiday weekend. On July 3rd at Tosti Pool, a confrontation escalated to verbal abuse and threats of violence after staff enforced a swim test rule. The Rome Police Department responded, and no physical injuries occurred, but the event was traumatic for staff and patrons. Similar incidents requiring police response also happened. In response, Mayor Lanigan directed additional police presence and a zero-tolerance behavior policy. Individuals engaging in threatening, abusive, disruptive, or unsafe behavior will be removed and potentially banned for at least one year, with ban letters issued. The pool pass system helps identify individuals involved. Future measures for the 2027 season may include an admission fee to improve accountability and maintain safety.
Residents Report Disturbing Incidents and Lack of Police Response
Michelle Morgan addressed the council regarding an incident where her husband, a Vietnam veteran with dementia and PTSD, was allegedly hit by an M80 thrown by a neighbor, resulting in a 40-day hospital stay. She expressed frustration that no police report was filed and that her concerns about ongoing issues like property defacement and noise were not adequately addressed. Robin Jacob Siyantes also reported a series of incidents including a confrontation over property lines, loud disturbances, and an M80 explosion that affected her husband and neighbors, leaving them feeling threatened and concerned for their safety. Both residents requested the City Council review these incidents and ensure appropriate responses to safety and property concerns.
Proposed Amendments to Plumbing Trade Regulations Deferred
The council considered Ordinance number 9888, which proposes amendments to Chapter 14 of the Rome Code of Ordinances regarding the regulation of the plumbing trade in the City of Rome. The ordinance was moved by Councilor Smith and seconded by Councilor Riley, with unanimous consent requested by Councilor Morris and Councilor Sprieya. However, the final vote on Ordinance 9888 was deferred.
Council Accepts Donations and Approves Significant Highway Improvement Funding
The council accepted several donations presented through resolutions 85, 86, and 87. Resolution 85 accepted a donation from GPO Federal Credit Union for the welcoming block party. Resolution 86 accepted a $500 donation from Stewart's Shop for the same event. Resolution 87 accepted a $5,000 donation from Worthington Steel for the event. Resolution 88 authorized the city treasurer to reallocate ARPA funds. Resolution 89 authorized the mayor to accept $3,613,898.30 from NYSDOT for the Consolidated Local Highway Improvement Program (CHIPS) for 2026-2027, noting a slight increase from the previous year based on lane miles.
