Salem City Council Discusses Resolution Supporting State Rent Stabilization Legislation

The resolution expresses support for state legislation that would lift the statewide ban on rent stabilization policies, allowing cities and towns in Massachusetts to implement such measures. The committee also discussed the legislative bill (S1447) which proposes a local option for rent stabilization, limiting annual rent increases to the cost of living with a cap of 5%, exempting owner-occupied buildings with four or fewer units and new construction for the first five years, and banning no-fault evictions. A compromise version was also discussed, which would cap annual rent increases at CPI plus 5% with a cap of 10%, allow rent increases between tenancies, ban no-fault evictions, clarify processes for above-cap increases for capital improvements, and extend the new construction exemption to 15 years. The council debated various aspects, including potential impacts on housing production, landlord concerns, and the specifics of the proposed legislation, ultimately voting to recommend the resolution with amendments to the full council for passage.
