The council approved Contract Change Order Number 2A for the Well Site Number Three Water Storage Tank Rehabilitation Project. During the demolition phase, the contractor identified that a significant portion of the roof rafters needed replacement, in addition to the initially identified repairs. A subsequent proposal for a change order amounting to $116,250 was presented to address the replacement of approximately 6 to 8 inches of the top shell of the tank's walls, which is necessary for welding new pieces. This work involves removing the entire roof to access and replace this section of the walls before reinstalling the roof. Funds for this change order are available in fiscal year 2027, as part of a larger $1 million allocation for tank rehabilitation projects.
Council Debates Senior Center Rules, Agrees to Work Session Amidst Resident Concerns

San Luis Police Department Acquires Drone System for Enhanced Public Safety Response
The San Luis Police Department received approval to purchase a drone system, known as DFR (Drone First Responder) and an analytics program, for real-time aerial intelligence. The purchase will be funded by the Arizona Department of Public Safety Local Border Support Grant. The system includes two drones and operating software, intended to be stationed at two different locations in the city to maximize coverage. The DFR system aims to provide public safety agencies (police and fire) with real-time aerial intelligence before responders arrive, enabling earlier assessment, better coordination, and safer outcomes. The vendor for the system is Paladin. Training and FAA certifications will be provided by the company. The drones will be operated by a limited, certified group of personnel, potentially including dispatchers. This advanced technology is typically used by larger cities. The total cost will not exceed $85,000. The drones will be deployed for major calls to provide faster on-scene assessment and will be logged and tracked, not intended for general surveillance or to spy on residents.
San Luis Municipal Court Partners with Yuma County for Weekend and Holiday Judicial Services
The city approved an intergovernmental agreement (IGA) with Yuma County to provide mandatory weekend and holiday court services for the San Luis Municipal Court. This agreement ensures that individuals booked on charges heard in San Luis Municipal Court can be seen by a judge within the legally required 24-hour period. Yuma County will provide a judge to cover weekend and holiday court sessions. The IGA costs less than $100 per month and is renewable for four years. This ensures legal requirements are met and community members are not detained over weekends without judicial review.
