Downtown Business Owner Claims Paid Parking Hurts Commerce, Urges Return to Free Parking
Ronnie Sugar, a downtown business owner and landlord, stated that paid parking is negatively impacting downtown commerce, causing customers to go elsewhere or shorten their visits. He argued that the city can establish reasonable time limits and enforce them, or use ad valorem taxes for employee parking programs, instead of relying on paid parking for turnover or tax revenue. Sugar suggested Sarasota review Venice's successful two-hour free downtown parking system and advocated for a downtown petition to end paid parking.
Staff Directed to Draft Zoning Text Amendment for Mobile Food Trucks in Downtown Bayfront District
The commission discussed allowing mobile food trucks in the Downtown Bayfront (DTB) zone district. Staff presented the history of mobile food truck regulations, currently permitted in the Downtown Core (DTC), Urban Mixed-Use (UMU), and other commercial zones. Allowing them in DTB was proposed, with consideration for a provisional use permit due to the zone's residential characteristics. Staff also raised the possibility of allowing them in other commercial zones for consistency. A resident supported food trucks but urged caution, suggesting a provisional use permit for flexibility. The commission directed staff to draft a zoning text amendment (ZTA) for DTB, including outreach to businesses, and separately allowed a coffee cart operator to continue temporary use pending the ZTA.
New City Manager Details First Month Priorities: Tax Reform, Budget, and Community Engagement
City Manager Carrie Freiling provided an update on her first month, highlighting significant efforts to address the potential impacts of a major property tax reform referendum and ongoing budget preparation. She emphasized a thoughtful, 'surgical' approach to evaluating services and opportunities. Freiling expressed gratitude for the welcoming and helpful reception from the commission, staff, and community, and noted the addition of educational information about the November referendum on the city's website.
Lido Key Hurricane-Damaged Lights Repair Delayed by Federal Funding Process
Capital Projects Manager Alvi Mary Corrales explained the delay in repairing hurricane-damaged lights on Lido Key is due to the Federal Highway Administration (FHWA) funding process, which funnels through the Florida Department of Transportation (FDOT) via a local agency partnership agreement. The agreement and resolution are before the commission. Corrales stated that once FDOT approval is obtained (estimated two to three months), a sole source procurement can proceed. Funds are available this fiscal year, but work, including potential battery replacement and procurement, is unlikely to begin until next calendar year, with completion estimated within a year and a half after commencement.
