Seabrook Launches Comprehensive Zoning Ordinance Update Project
The City of Seabrook, in collaboration with consultants Fries and Nichols Inc., is undertaking a comprehensive zoning ordinance update project. This initiative aims to align the city's zoning regulations with its comprehensive plan, which was last updated in 2022. The project involves evaluating existing codes, incorporating best practices, and engaging the community through workshops, surveys, and public meetings. The goal is to ensure zoning regulations reflect the community's vision, particularly regarding its small-town feel, coastal character, and desirable land uses, while also addressing issues like buffering between different zones, property maintenance, waterfront development access, and signage. The project is expected to take 12 months, with a draft plan anticipated for community feedback in February-March and adoption in April-May of the following year. Specific discussions included concerns about industrial and commercial uses adjacent to residential areas, the need for appropriate buffering, challenges with waterfront development, attracting desired businesses without becoming overly touristy, and the potential for new land uses like medical offices and higher-end condominiums. The update also considers regulations for new construction, redevelopment, landscaping, signage, parking, lot sizes, and the potential allowance of modular housing and smaller lot sizes to address housing affordability. The mixed-marine use (MMU) zoning district and its proximity to residential areas were identified as areas needing potential revision to prevent incompatible high-intensity uses.
