City Council Approves $500K Grant Application for Riverview Park Bandshell Project

The application seeks $500,000 from the Florida Division of Arts and Culture Cultural Facilities Program and requires a $1,000,000 matching fund from the city. The funds will be used for the design and potential construction of a bandshell and surrounding entertainment area in the eastern portion of Riverview Park, facing the Indian River Lagoon. Parks and Recreation Director Richard Blankenship highlighted that this is an opportunity to enhance the park's amenities, replacing a 20-year-old portable stage and supporting community events. The project aligns with the park's overall renovation plan.
City Appoints New Special Magistrates at Reduced Cost
The City Council approved the appointment of two special magistrates to adjudicate matters as set forth by law. The primary magistrate is Michael K. O'Kelley, and the secondary magistrate is Henry S. Gittens. Both have agreed to terms significantly lower than the previous magistrate's contract, with rates of $250/hour and no billing for prep, travel, or post-hearing time. This dual appointment aims to prevent hearing cancellations due to magistrate unavailability and ensure continuous adjudication of cases. Public comment raised concerns about Mr. O'Kelley's past performance and legal background, while the City Attorney's office stated that vetting was conducted and the concerns were unfounded or personal.
Rezoning and Land Use Amendment Approved for Contra Drive Subdivision
The City Council considered and approved the rezoning and future land use amendment for approximately 3.81 acres located north of Contra Drive, west of Ocean Coast Street, and east and south of Horizon Terrace. The future land use designation will change from institutional to low-density residential (maximum 5 dwelling units per acre). The zoning designation will change from public service to RS-10 (Residential Single Family, 10,000 sq ft lot minimum). This rezoning supports the development of an 11-unit subdivision, consistent with the previous item discussed.

The zoning designation will change from public service to RS-10 (Residential Single Family, 10,000 sq ft lot minimum). Habitat for Humanity plans to develop this site.
