City Council Approves Revised Building Permit Fee Schedule

The council discussed and approved a revised building permit fee schedule. This revision was prompted by House Bill 803, which introduced a $7,500 exemption for certain residential work and mandates a 50% reduction in fees if a private provider is used for inspections and plan reviews. The city's fee schedule had not been updated since 2014. The new schedule aims to align with modern municipal charges and ensure a sustainable revenue stream, considering the unpredictable utilization of private providers. The methodology involved analyzing five years of data, forecasting the current year, excluding the highest and lowest years, and running median rates for various permit types. The rates were tied back to the International Code Council (ICC) rates with regional modifiers and multipliers. The building department operates on a net-zero basis, and any excess revenue cannot be used elsewhere. The proposed fees are expected to be higher than the county's but offer a significantly higher level of service, including quicker permit issuance and plan reviews. An addition was made to include a commercial plan review fee for fire, which had been inadvertently omitted.
