Shelbyville to Apply for CDBG Grant for Wastewater and Storm Water Utility Planning
A resolution was added to the agenda authorizing applicant submission for a local match commitment for a wastewater and storm water utility planning grant application. She also mentioned moratoriums and bans on data centers in other counties and states, urging the council to consider a one-year moratorium for Shelbyville. She presented signed petitions from nearly 1,000 residents opposing further data center development and provided pamphlets on the potential impacts of data centers.
Shelbyville, County, and Hospital Enter Interlocal Agreement for Ambulance Services Funding
The council discussed an interlocal agreement for ambulance services between the city, county, and hospital (MHP). MHP has committed to paying $100,000 per year for a three-year period to fund ambulance services in Shelby County. This funding is intended to help offset the costs currently borne by taxpayers through the city and county for ambulance services. The agreement is based on Indiana Code section 36-1-7-1, which allows for the joint exercise of governmental powers.
City Council Approves Annual Supplement to Code of Ordinances

Shelbyville Establishes Progress Parkway Economic Development Area
The council approved Resolution 2026-12, establishing an Economic Development Area known as the Progress Parkway Economic Development Area. This designation was made by the City of Shelbyville Redevelopment Commission based on Indiana Code. Portions of this area have also been designated as allocation areas. A declaratory resolution was approved outlining an economic development plan for the area.
