City Council Approves Funding for Enhanced Mental Health Crisis Response Unit
The city council unanimously approved an ordinance authorizing emergency passage for an RFP with Memorial Behavioral Health (MBH) for the Beacon Project and a Bolt apparatus for the Fire Department. This initiative aims to provide enhanced mental health and crisis response services, particularly for individuals experiencing mental health crises or drug overdoses. The funding of $160,212.94 comes from the opioid settlement restricted fund balance, ensuring it does not impact the general fund. MBH will partner with the Springfield Fire Department, with clinicians riding along on the new apparatus, complementing their existing collaboration with the Police Department. The program will offer 24/7 availability with a 10-hour day window for the primary apparatus, ensuring specialized care is provided and individuals are connected with resources. Council members expressed strong support, emphasizing the importance of this service for the community and the positive impact of the new approach.
City Council Renews Flock ALPR Contract Amidst Privacy Debates
The city council approved the renewal of a contract for Flock automatic license plate readers (ALPRs) for the Springfield Police Department. This renewal, for the period of March 1st, 2026, through February 28th, 2028, for an amount of $58,000, was subject to extensive debate and an amendment aimed at increasing transparency and accountability. The amendment, introduced by Alderman Gregory, included provisions for annual reporting on recovered stolen vehicles and felony investigations, codifying existing policies into city code, and mandating notification of security breaches. Concerns were raised by several council members and citizens regarding the company Flock's data handling practices, potential privacy infringements, and the security of the data. Despite these concerns, the council ultimately passed the ordinance with amendments after considerable discussion, including input from the Deputy Chief of Police and Corporation Council. The final vote on the ordinance itself was 9-0.
