City Commission Approves Purchases, Reviews Moratorium on Data Centers, and Funds Housing Programs
The City Commission reviewed several first readings of ordinances, including the purchase of an excavator for the wastewater treatment plant, a roadway project at Prime Ohio 2, and the purchase of rock salt for the upcoming winter season. The cost of rock salt has increased by 23% compared to the previous year. Other items involved releasing performance bonds for the Bridgewater housing development and authorizing subrecipient agreements for various housing and homeless shelter programs. A temporary moratorium on high-density computing facilities was also introduced to allow for further study.
City Honors Retiring Clark State President Dr. Joe Alice Blondon
Commissioners honored Dr. Joe Alice Blondon, retiring president of Clark State Community College, for her 33 years in higher education, including 13 years leading Clark State. A proclamation was read, highlighting her contributions such as over $40 million in technology and infrastructure investments, expansion of academic programs, growth in grants, workforce development, founding the SOAR program, support for military members, and fostering collaboration with the city, including the fire academy. An endowment fund, the Dr. Joe Alice Blondon Student Opportunity Fund, has been created and raised over $1.5 million. June 30, 2026, was proclaimed Dr. Joe Alice Blondon Day.
City Commission Addresses Resident Concerns Over Flock Camera Usage and Privacy
During the public comment period, several residents expressed concerns about the use of Flock cameras by the city. Concerns included data sharing with federal agencies without local knowledge or consent, potential for unauthorized access, the company's security practices, lack of proactive oversight, and the possibility of these cameras being used to target immigrants. Some residents urged the city to terminate its contract with Flock Safety. Police Chief Allison addressed these concerns, explaining the cameras' focus on violent crime, the policies and procedures in place, and the ongoing re-evaluation of policies. She noted the benefits in providing justice to victims and mitigating risks in serious crimes. She clarified that the cameras are fixed license plate readers, not full-time surveillance, and that personal information requires separate database access. The Mayor requested further information from the law director and police chief regarding these concerns before any contract renewal.
City Commission Considers Rezoning for Columbus Avenue Industrial Parcel
A public hearing was held to consider a proposed change in zoning for 2.94 acres at 2725-2727 Columbus Avenue from Springfield Township I1 Industrial District to City I1 Industrial District. The applicant wishes to install a sign, and staff recommended the rezoning to ensure future expansions or projects can be regulated by city ordinances. The proposed zoning complements the surrounding industrial and light industrial areas and aligns with the Clark County comprehensive plan for future industrial use. The property fronts Columbus Avenue, a secondary arterial public right-of-way. Staff and the City Planning Board recommended approval.
Clark County Land Bank Updates on Revitalization Projects and Future Developments
The Clark County Land Bank provided an update on its activities and completed projects, including Uklid Park, affordable housing initiatives, and infill residential construction. They also discussed plans for future development and revitalization efforts, particularly on the west side of Springfield. The organization highlighted its mission to restore value to the community by acquiring, developing, and selling vacant and abandoned properties.
