The Utility Authority was not involved in these specific resolutions.
City Aligns Mobile Food Service Regulations with State Law
The City Council passed Ordinances 3613 and 3614 to align city regulations with state law regarding mobile food service establishments, specifically the Food Truck Freedom Act. Ordinance 3613 amends the city code by removing references to mobile food service establishments from definitions and exemptions related to food service operators and itinerant merchants. Ordinance 3614 creates a new article in the city code establishing definitions and licensing requirements for mobile food service establishments, along with operational guidelines and penalties. Both ordinances were adopted unanimously.
City Staff Honored for Service; New Airport Terminal Grand Opening Announced
City staff were commended for their extensive work over a recent weekend, including kicking off America's 250th celebration, hosting a birthday bash, and organizing Boomer Blast. Staff also responded to storms that caused power outages on July 4th. The Stillwater Electric utility was praised for its responsiveness in restoring power. The grand opening of the new Stillwater Regional Airport Terminal is scheduled for Wednesday, August 19th at 10:00 a.m., and will be streamed live on Facebook. The new terminal is described as beautiful, inclusive, and a special space for the community and visitors.
City Establishes Comprehensive Book of Fees, Including Utility and Short-Term Rental Licenses
The City Council approved Resolution CC-2026-15, establishing a comprehensive 'city of Stillwater book of fees' to include utility billing and services fees, as well as a new annual license fee for short-term rentals. This consolidated fee schedule will allow for annual reviews alongside the fiscal year budget to ensure fees are reasonable and appropriate. Existing rates, charges, and fees will remain in effect until adopted into the book of fees via further resolution. The Utility Authority also adopted the sister resolution SUA-2026-3, implementing the same book of fees.
City Adopts Updates to Utility Service Terms and Implements Outage Management System Notifications
The City Council considered and adopted Resolution CC-2026-13, which amends the city's terms and conditions of service. These amendments include removing fee amounts from the main document to be established in a separate book of fees, and adding a new section for the Outage Management System (OMS) project. The OMS will enable SMS notifications to customers for various alerts, including billing, outages, and restoration updates. Customers will be auto-enrolled but can opt out. The implementation of the OMS is expected in approximately six weeks. The Utility Authority also considered and adopted the sister resolution SUA-20226-2, with identical changes.
