Council Questions City Projects, Resident Concerns Highlighted
During the work session, council members raised several questions regarding ongoing projects and city operations. Vice Mayor Warden inquired about the timeline for the Town Point sidewalk project and the placement of sidewalks on Hunters Court. Council Member Bennett requested updates on paving plans, specifically asking to include Hogrove Tavern, and inquired about expediting pedestrian crossing safety at Portsmouth Boulevard and Nest/Suburban Drive. He also requested new bus stops on Nansman Parkway and raised concerns about HRSD-related traffic disruptions, suggesting off-hours work. Council Member Richter followed up on sidewalk needs on Suburban Drive. Council Member Wright questioned incomplete road work by a developer on Shoulders Hill Road. Vice Mayor Ward emphasized the need for a sidewalk budget and highlighted safety concerns for pedestrians and those in motor chairs. Council Member Bennett also questioned construction contract clauses regarding rush hour work and night work, and the potential impact of Route 460 project timelines on TPOP funds. The discussion also touched upon the cost of right-of-way acquisition for the Route 460 project. The council agreed to move the American Rescue Plan Act presentation to the next work session due to time constraints.
Suffolk Public Utilities Outlines Numerous Capital Improvement Projects
The Public Utilities Director provided an update on several ongoing and planned capital improvement projects. These included the Kilby Shore sewer pump station replacement, the Lone Star Lakes Butler Lake Dam repair, the downtown sewer replacement project, and the Westport water pumping station upgrades. Additionally, updates were given on the Cedar Lake Water Distribution Project, the Riverview pump station rehabilitation, and the County Street Elevated Water Tank Rehabilitation Project. The presentation also covered the ongoing sanitary sewer overflow reduction program and the water service line replacement program mandated by the EPA to remove lead service lines. A significant project discussed was the G. Robert House Water Treatment Plant Capacity Expansion Project, aimed at increasing surface water treatment capacity, and the study phase for the high-hazard Crumps Mill Pond dam. These projects focus on infrastructure improvements, water quality, flood mitigation, and regulatory compliance.
Public Works Details Extensive Transportation and Infrastructure Projects
The Public Works Director presented an overview of completed, ongoing, and planned transportation projects. Completed projects include the Nanceman Parkway/Wilroy Road Overpass, Nanceman Parkway/Bennett's Pasture Road improvements, Freeman Mill Bridge, Pittmantown Bridge, Pewsville Drainage Phase 2, and various road resurfacing projects. Projects currently under construction include the 58/Holland Road corridor improvements, Shoulders Hill Intersection, Nanceman Parkway over Beeman's Mill Pond, Crittenden Road/Route 17 realignment, Pitch Kettle Road realignment, and the Speak at Spillway Bridge Replacement. Design and planning phases include dredging projects, sidewalk installations on Hunters Court and Town Point, the Downtown Railroad Warning System, citywide signal system upgrades, Route 58 RCUT, Godwin Boulevard improvements and interchange, Bridge Road widening, College Drive bus pullout, Shoulders Hill Road widening, and the Prudhen Boulevard/US 460 widening project. Stormwater projects in design include Steeple Drive drainage, Pembroke Lane drainage, Murphy's Mill Culvert Improvements, and Whaley Villa drainage improvements. Completed traffic projects include curve warning studies, traffic signal installations, rail crossing safety enhancements, and pedestrian crossings. The Traffic Operations Center is nearing completion. Transit updates include the addition of two new routes (Peanut Express, Seaport Express) and awards for ridership and marketing. The Suffolk Transit Operations Facility is planned for construction this fall. Village neighborhood initiatives focus on enclosing ditches, installing curb gutter, and repaving streets. The city has received multiple VDOT awards for project performance.
